Vather than receive" anything from another in ex
change for its own products, and each, often see
ing demonstrated the practical loss and inconve
nience of carrying out such principles in the case
of their immediate neighbors, invoke to their aid
reciprocity treaties or analogous devices to ecape
the injurious effect of such legislation. In these
cases, proximity ,'each at the same time- possessing
certain products in excess which the other has
not, renders the advantage to the public of a
free exchange of such products, too obvious' for
interested or prejudiced classes to conceal or con
trovert. Every commercial reciprocity, treaty
that has been made is an admission that moro
free trade is a good thing. '
If the advantages of mutually admitting each
other's products duty free, or, at a low duty, in
tlie case of next-door rieighbors, be so obvious, it
would be difficult to show why the application of
the same principle would not be advantageous in
the cae of next-door but one neighbors, and ad
mitting this, there is ' no line to be drawn
universal free trade would result. "
We notice 'some instructivei events developing
themselves of late in this regard in the Austra
lian Colonies. As is weil known, different sec-
tious of Australia are independently eoverned.
. 1 .
They have, moreover, universal or nearly universal
suffrage. . Protection to native industry was
too captivating a term not to be warmly espoused
by- the -masses, and they uerrt to-represent them

side, without paying duty. This lias become
soch a nuisance and so palpably absurd that an
actwe agitation for a 'Federation of all the Aus-
tralian Colonies has' been - started as the only
nly
remedy for such a state of affairs. It is merely
a question of time when this Federation will take
place. Still the 'greater portion of the people
and press remain protectionists, and we find one
of the late Melbourne papers giving advice to
trie people ol California, who, it found, were
lamenting tho competition from the Eastern
States since tho completion of tie I'acific Rail
way, and suggesting as a remedy, protection .by
duties on imports from the East. This remedy is
logically deduced, the principle of protection be
ing once admitted. . . . , . -,
"JFor a long time it was hoped that. the .United
States would make a reciprocity treaty with us
that is to say, they were Expected to give up in
our favor certain duties on our products, and
amongst others a duty eqaal to about one.huod
red per cent, on oureugars, (but which it was
supposed they were to retain on all other foreign
, . " .-'..
sugars) in return for our taking tsome ten per
cent, duly off certain articles which wt imported
from them. No one ever questioned the advan
tage to this kingdom of 6uch an arrangement jf jt
could be effected ; but we may now admit that
the advantage to the United States of breaking in
upon a great principle of their legislation in our
favor was not so obvious unless, and this was
the main 'argument used in the United States, it
was with the object of binding this country so
closely to them that separation would become im
possible, It was to have been a 44 bear's hug
and the argument was openly advanced in favpj
of it, that such a treaty must lead to annexation.
The benefit of getting the immense 'market of
the United States opened to . our .main producfc,
sugar, with the enormous advantage of having
three to' four' cents per 6unI dutyon" alIother
foreign enar. tfas so' obvious .that' ge'inajr well
be excused for overlooking the subsequent destiny
that was in store for us nay, wojnay almost be
excused for having a-hankering after annexation
itbelf to secure so enormous a saTjeidy, as that of
doubling at one stroke the value of our main
product. Although the . hopes of those who
look for either the one or the other are for tho
present destroyed, we still think we ivotioe A sub
stratum of annexation feeling existipgwhicb gets
stirred up and .brought to. the surface every now
Brid ' then.' Whether bv plantation troubles'- fan-

Cied political. WTOOgS, Or by indigestion. : i If a
man feels that anything is going wrong, and sees
no immediate propect of righting it, it hi a relief
to his feelings to . tdream : of, or to j threaten,
annexation. , .. ... . , r r
We believe thatthis hankering after something
that we have not been able to get, has bad. a
most injurious effect on this country. . rWe- have
neglected to put our shoulders to the wheel,' as
we othenviscmigfat bare done; Lad we not liTed
in hopes of this .soBiething. turning up. .. We
nave been like 8 poor man waiting for his rich
unule to die, or s gambler for a turn in bis luck.
It is "time the idea of either reciprocity or
armeration" oe dropped once Tor all. Let iw
depend upon our own resources, and upon, the
markets 'of 1 the' world,', and 'make the most of
opportunities which wc liave, and of which no
one can deprive us. t "
..Wc believe tlie time will soon arrive when the
civilized nationSjOf the .earth will, occupy them-'
selves more in studying bow low they can fix the
duties on their own imports, than in indeaxoring
to lower the duties imposed by their neighbors
fof.if they. place. them. too "Ligbyit ia their. bwa
loss,' and their own business. The; consumer
pays the duty. " Our sugars, for instance, taking
at least an average of our different grades, nct
ns about thc same thing in San Francisco, Auck
land, Sydney and Melbourne, whilst the duties are
different at each port ranging from' about cents
to Zka cents per pound. The consumer in each
country pajs this difference, or tho duty ; we do
not. In fine, we look upon the mutfi discussed
" ' "-r . .
high duties on our eugarB in San Francisco, as a
good deal of a bug-bear, inasmuch as they pay it
themselves, and to-day, for our beet grades, they
pay us a higher price, and pay their own high
duty besides, than we can nctt for these grades
in Australia, where the duties are much less.
If reciprocity or annexation became the policy
of the United States (which at present is not the
case) , and we had our coveted treaty, the firet event
to destroy our fool's paradise might be to find
Cuba annexed without the preliminary reciprocity
treaty. With Cuba, as' an 'American State,
supplying the markets of the rest of the Union,
with duty free sugar, we should hardly bc ina
better position with a reciprocity, treaty, than,
we are to-day without one. We; however, are
inclined to interpret the views of the American
people, as desiring neither reciprocity treaties
nor the annexation of new States. On the
contrary we think we notice a growing" desire
amongst them, to keep strictly within ..their
present 'ample boundaries, to concentrate their

energies, to pay off tneir.aeoi as iaws pveoiuic.f;

fine to return as near as may be to the old motto,
which used to bo carried on their early flags,
" Free trade and Sailors Bights. They have
found by experience that -a" protective system aiid
a flourishing foreign commerce, particularly in
American built - vessels,7 are' incompatible. As
free trade principles prevail, reciprocity treaties
and annexation become, the less necessary. The
trade between any two countries must be recip
rocal, and by , trading freely together, each
annexes as . much of tho other, as will be of
substantial benefit to it. . .

.' We are glad to see a movement, on v; several
plantations, with the object of artificially drying
the trash, so that it can pass direct from the mill
through the trash drying apparatus and into . the
furnace thoroughly dry, without delay and with
out being once" exposed to the7 open air in our
showery climates. :. " ii.t r "f-
The loss all our plantations have Buffered from
damp trash has been literally incalculable. ' It
is not so much the actual expense involved in
spreading it out to -dry ,. getting it wet, and taking
itin again, but it is the. stoppage of all boiling
operations, and the inefficiency of those operations
with imperfectly dried trash that entails the

... We tave on been 6anguine that there are
several practicable ways of drying trash, but the
apparent first expense of the apparatus and the
want of faith in their efficiency lias hitherto de-
I tcrred most of our planters from energetically
following up the experiment. We are happy to
state, however, that one of our first , planters is
now ' prepared to spend ten thousand dollars to
j effect ' the object if .it cannot be done for less.
We believe it can be done for far less. We are ac
quainted with the details of one or two plans
which are now being put in practical operation,
but we do not know how far thc originators of

that use no steam. We believe for these, a Biuall
furnace with a long flue, over which is laid, say
thirty to fifty feet long by six feet wide, of cast
iron plates, and the trash raked slowly down from
the mill along these plates would answer every
purpose the whole ,of Course to be under cover.
The waste heat from the flues immediately sug
gests itself; but we should much prefer to try a
separate small furnace, so as to get what heat may
be found requisite .without tampering with the
furnace or the draft of the boiling apparatus.
We arc satisfied we shall see a valuable im
provement arise from the present determination
pf some of .our most energetic planters and mana
gers, not to beat thc mercy of every rain' cloud
lor the success of their sugar boiling operations.
