Quarantine Regulations and Rules Adopted by the Board of Health, August, 1876. Section I. No person shall be allowed to board any vessel arriving off (he ports cf this kingdom, previous to the pilot. Sec 2. All pilots are hereby instructed, upon boarding ves sels, to make strict enquiries as to the health of the pasaengera and rrew. If they are satisfied from the atatetnesta made that no contagious dhfaac exists or has iKt fur a period o eighteen days previous, they will hoist a white flag, and are at liberty to bring the vesael to anchor or to a wharf as the cap tain may desire. Should the pilot, upon the statements made, have reason to suppose that disease exists, or has existed with in eighteen days past, he will cause the yellow flag to be hoist ed, and await the arrival of the port physician, who will re port to the Board of Health, and the pilot will await the order of the sail Board. I would like to present to your readers, somo of the facts which I have been able to gather during 'he past few years concerning Ramie culture and ita use in the manufacture of fabrics of various kinds ; hoping thereby to diffuse a better knowl edge, of the subject, and creato an Interest In 1 that will lead to the cultivation of the plant on these Inlands, as an article of export and for home consumption as well. It seems particularly opportune at tho presont time to call the attention of tbe government, tho Kinir and bis adrinors to this matter, arMt is their known desire that avenues of industry may b opened to Hawaiian, the poorest of whom could easily cultivate their small kuleanas to pecuniary advantage to themselves, while those of larger estates might reap corresponding benefits. The attention of the English government was first called to the great value of ramie fibre In India, in tho year 1803, and from that time down to the present, they have been unremitting in their endeavors to introduce It for use In tho vari ous manufactories lu their own country. They have encouraged cultivation of ramie by giving various rewards and prizes for tho fibre, for machines for cleaning it in the best manner, and for cloth made from the f.bre. Tbo United States have not ber-n behindhand in the interest they have taken in the subject; they nave done a great deal in the way of obtaining and disseminating correct information concerning it. They have also distributed tho ramio seed In various quarters, so that now tnnre are a great number of patches under cxltivation in the semi tropical States of the Union, With such precedents as thepo, perhaps it will not appear presumptuous to suggest that the Hawaiian government offer some inducements that will encourage the introduction and cultivation of a plant here whose great valuo has been sufficient ly proved, to make Its fibre In great demand in other countries, wbero It cannot fail to always find a ready and Increasing market There have been a few efforts made already In this country to raiae rami, but owing to a lack of the means for redncing the raw material to a marketable state, and of reliable information concerning it, they have been heretofore unsuc cessful excepting as they have proved bow well adapted is the soil of these Islands for the produc tion of the plant, and as it is already growing here now, any who wifh to rngago in its cultiva tion again, can obtain cuttings or roots without the difficujty and delay of importing them from another country. The obstacles which have hitherto prevented the success of this important enterprise arc now I hope removed, and let mc alo hope that the facts which I here present to your notice, will speak for themselves in a manner so forcible as to be pro ductive of restilti that will more th.iu repay tbe government for any outlay it may see Gt to make, and individuals for being thereby induced to en gage in an enterprise as promising in its outlook as this which is before you. Dr. Orzanaui, a distinguUheJ writer and scientist, has examined th subject of tbe ramie and has shown the great merits cf this plant It appertains more particularly to the specie known aa the white nettle of China, or China grass, cf which it appears to be the most remarkable and useful variety. The following, says Dr. Orzanam, is the result of an examination of this plant with tbe micrometer and the microdynamometer, in the course cf which the simple primitive fibre of the ramie was compared with that cf hemp, flax, cotton and tilk. This study relates to the tuicrosooplo structure; the length of tbe primitive fibre; tbe width cf the fibre; the thickness of the fibre; its resistance to traction; its elasticity cf strength before breaking; its resistance to torsion, (twisting.) The following Is a statement of the results ob tained, the magnifying power being 80 diameters: 1 The fibre cf ramie is, so to speak, of any length, as it has been traced throughout a length of 2- cen timeters, on the field cf tbe microscope, without any break being found in it, whether it be constituted of a continuous cellula, or whether the different cella las which succeed each other have lost their points cf separation by resson cf a more Intimate fusion one with the ether. Hence the fibre cf ramie pos sesses great strength. 2 The fibre cf flax and hemp, which appear so long, is, in fact, very short; these are cellula fusiform fibres, of about 3 centime ters long, in juxtaposition at their extremities, and imbricated one upon the other. The breaks always occur at tbe weak points cf their junction. 8 The fibre of ordinary cotton Is Oct more than from 2 to 3 centimeters la length. To bo certain upon this point, specimens, after boiling In an alkaline solution, of a strength which would Insure the separation of tbo Individual cells, wero repeatedly pawned back and forth between tbo Anger, and then carefully examined from end to end, under tho microscope. Every effort was made at all doubtful points, by needles to obtain a separation if posalble. As evidence of tbo oar bestowed upon tho examinations It may bo stated that from one to two bonrs were mora than once expended upon the scrutiny of a tingle fibre. Tbo result of tbls clore Inspection was tbo development of tho fact that the single cells of tbe line of China grass are of an extraordinary length, often equal to, and sometimes far exceeding that of tho longest of which we have any record.
