xThe Effect of Veoetatjon. The introduction
of water into this city has changed what was once
a dry plain into a park, thickly planted with trees.
One consequence of this abundant vegetation is
the prevalence occasionally of chills and fevers, in
some degree resembling the fever and ague of
Western America and some parts of Australia.
We hear much of this sort of sickness among the
natives. It readily yields to nursing and proper
treatment, and this, unfortunately, is seldom affor
ded the native. -
Inter-Island Steam Communication. The time
for receiving tenders expired on the 23d ult., and
we understand that the subject was to come np in
Cabinet Council yesterday. It is currently re
ported that but two tenders were made, one by
parties here and one from a California steamship
owner. The latter, it is understood, proposes to
put into the service a side-wheel boat, a plan
which any one at all acquainted with our inter-

prietor of the lease of the upper part of Nuuanu
Valley has made a proposition to sell tho lease to
government for a stated sum, understood to be
somewhat less than the price formerly asked. It
is ; also reported that it is the intention of tho gov
ernment to procure the appointment of a new
Commission, ander the law of I860, to ascertain
and determine upon the compensation to be made
to the owner of the lease in question. Let us have
the cow pasture," by all means ; but in the
meantime, we need a new reservoir with the least
possible delay.
The IIolidat. The anniversary of Hawa.
iian Independence was observed very gene
ally, and more particularly by the natives, who
consider it peculiarly their day. A salute was
fired at noon, and there was more than the usual
luau parties in the country and horse-riding
in the city the latter resulting in a num.
ber of arrests for 'fast riding. The dock
laborers combined to have a feast, and about 300
sat down to poi and Csb, etc, in the spacious
shed on the steamboat wharf. The Hawaiian
Guards, under JLIeuU. Wilson and Wondenberg,
paraded during the day, making a fine appearance,
and bad a lunch at the armory.
Police Report.
Transactions in opium were this week limited, and
we quote the receipts in the station house treasury
at $75.00. Spirilnal manifestations have been some
what on the increase, and to judge from their actions
it is apparent that bad spirits ruled. On the morn
ing of the 29th His Honor expelled them so fast,
charging from three to $5.00 for each expulsion,
that we had only time to keep the tallies. Three
cases of faat riding were brought before the Court,
and disposed of by fines of 10, 6, and $5.00. Dur
ing the last week some strange and inexplicable
meteorological influences have apparently been at
work in the matrimonial atmosphere. Three, sup
posed to be, better halves split loose from the main
stem, and were recovered after a diligent search by
the police. Eeliikanakaole (w), the terrestrial half
of a celestial, who had been regaled by her kind
celestial, if not with manna, yet with the best of
sugar, was returned to ber loving husband by His
Honor. Xakalehano (w), and Isabella (not by any
means the queen of Spain), thought better of it and
brought once more a bappy and blissful smile to the
dejected countenances of their halves.
Kabele (w) and Knhia (w) were charged with
pulling each other's hair, but as the product was not
sufficient for a mattress His Honor put the price as
low as 5.00.
A " Mourninir Reform Association " baa been
f formed in London, and is rapidly gaining in num
bers and popularity, under a special impetus
given by the clergy. The members are asked to
subscribe to a declaration that tbe present mode
of sepulture i unsatisfactory, and that double
coffins and brick graves should . be discouraged
as far as possible. They are alsc asked to put in
practice, or, at least, recommend, tbe dispensing
with scarfs, hat bands, mourning coaches, palls,
ostentatious adjuncts of funerals.

It is a sad, sorry story, that of the Servian pro
vinces, llood, riot, rapine, burning villages,
violence iu every conceivable form. From the day
when it was a Roman province until now, with brief
intervals, Servla bas been the scat cf war. With
the end of the Eastern Empire and the establishment
of the Turk at Constantinople, there followed a long
struggle between the Servians and the Turks, the
latter spreading over the land, introducing their
religion, building mosques, and completely driving
out the Servians, who, to tve number of fifty thou
sand families, took flight across the Danube, and in
Hungary found a borne and friendly allies. As for
the Bosnians, they took matters as they came,
adopted the policy of peace, set aside tbeir Chris
tianity, and look to ths religion of the invader.
The IIuus proved to be bold and daring allies cf the
Servians, and more wars ensued; for the Turk was
bated with the deadly hatred of an opposing religion.
In the course of lime, by the help of their allies,
the Servians, about the year 1450 reconquered their
country, and were upon the point of driving forth
tbeir invaders. Greek Christianity was about to be
triumphant, when the Servians letrntd that their
allies, the Huns, were about to secede from Greek
Christianity, and join the Western Roman Catholic:
Church. Here was a terrible cause for separation.
" Better Mahomet than Rome !' cried the Servians;
and actaally on account of this religious difference
they separated themselves from their allies, and be
came once more the vassals of the Turk, who prom
ised all things now that he could not conquer. The
Bosnians followed suit, and these latter and the
Servians of position and property became renegade.
The outcome of this is that the Greek Christian
Servians of the present day are sprung from the
lower order, who did not adjure their religion and
follow Islamism. All the principal Servians of to
day count back to the peasantry. Trince Milan and
Kara Georgeovitsch were both descended from the
peasantry, who bad maintained tbeir faith while
their wealthier neighbors turned Moslems, were
absorbed by the Turk, and died out
During the next three hundred years oppression
and war went hand in hand through the land of
Servia. ' It was completely under the Turk, and be
came the battle ground in the war with Hungary.
It was then divided part given to Austria, and
afterward given to the Turks., Revolt followed in
consequence, and twenty thousand Servians were
slaughtered like dogs by the Moslems. Arms for
bidden; the Servisns bad to salute their masters;
and matters became so bad that the people took to
living in the country, leaving tho Turks undisputed
control of the towns. Occasionally they revolted.
after some bitter piece cf cruelty, fled to the moun
tains, and took to a freebootlng life,' after th fashion
of Robin Flood, their victims for plundering being
the Turks only, but these were pillaged without
mercy. Their life became quite one of romance, for
they were th idols of the peasantry; and if pur
sued, there were so many friendly hands to give
them shelter that they lived a life of comparative
impunity. Theirs was the true romance of bri
gandage, and they lived hopeful of the fall of their
oppressors, ana waiting lor the nappy days or free
dom to come. Their oppressors were little Pachas,
whose" followers thoroughly carried out their masters'
wishes. The Jannissaries, too, had their reign of
terror over the unfortunate people.
Under " Black George," a peasant who became
a robber cuier, bervla was again freed irom the
Turks. Russia supported George for a time, and
in his rule he showed really great qualities, mar
red however by bis cruelties. Turks who bad sur
rendered were massacred wholesale, -and to all tbe
race George was a most bitter and vindictive foe.
In 1812, Russia withdrew its support, and the con
sequence was that the Slate of Servia lost its co
herence, and dropped rapidly to pieces. Tbe
Turks, who renewed tbeir attacks, became the
masters once more, and Kara George bad to flee
for his life, leaving behind Milosh AbrenovlUcb,
one of bis chief officers, mis man made terms
with tho Turks, for opposition was useless ; and as
soon as tbe treaty was signed, tbe Turks behaved
itb their customary duplicity breaking tbe
treaty In every way, and behaving at Belgrade
with the most fearful atrocity. Christians were
impaled by tbe hundred, children slaughtered,
women outraged, and a general massacre was car
ried on, such as it seems impossible to believe as
a fact, taking place as it did in tbe memory of our
oldest men.
Such horrors never die in a people' memory,
and, as a mattor of course, they only abide tbeir
time.
At last, in 1830, the Servians were in a position
to make good terms with tbe oppressors. Tne
terms were that the Turks should bold six fortres
ses alone in the country, baring no right else
where ; the management politically was placed
beyond them, and tbe only claim they bad was of
a yearly tribute. Milosh now became acknowl
edged Prince of Servia. Ha was, afUr all, but a
peasant, and behaved with all tbe rough Injustice
Of a barbaric chief. Ccnuidering himself Lord
Paramount, be was guilty ol the follies of the
rude and illiterate making bis wrvants into high
officers or military leaders ; insleting upon buy
ing land at bis own price ; having bU own pro.
ductions sold higher than tbe market price, and
behaving a good deal like the proverbial beggar
on horseback. He was tieacberous, unjust and
bloody in tbe extreme.. After a period of misrule
which lasted for eight years, this prince wss de
prived of power, and was succeeded by bis sons,
Milan and MicLal. We have not space to mention
in detail tbe different princes who have ruled
Servia in its perpetually troublous history down
to tbe present date. Disturbances with tbe
Turks occurred spasmodically, and the present
prince, Milan, a very young man, but Im
bued with much of tbe daring rpirit of
bis ancestors, has succeeded to a turbulent reign.
One of tbe past traditions of the Servians leads
them to, cherish the hope of forming a grand king
dom after the overthrow of the Turks a kingdom
whose natural boundaries would be tbe Danube,
tbe Mediterranean, the Bosphorus, tbe Black and
Adriatic Seas There is plenty of room, then, for
ambition; and the Servians are essentially an am
bitions people proud, overbearing, and entertaining
a supreme contempt for their more civilized neigh
bors. They are high Tories cf the most ultra class.
What is to follow time only will show. Certainly
no more satisfactory period could have been chosen
for a blow for freedom. Turkey is in an unsettled
state; the Khedive seems already to waver in bis
alleigance ; and certainly the wishes of all lovers of
liberty must go with tbe daring band who are striv
ing to cast off the yok cf an effete, voluptuous,
cruel monarchy.

Public Improvement in New Zealand.

Work statement, made by tb Hon. Inward Rich
ardson, Minister for Public Works, about th end cf

ness bas seemed to some men not usually credited
with over-cautiousness, to savor of recklessness. It
ha yet to be seen whether they have not taken tbe
best mean to promot th growth of Ntw Zealand In
wealth and prosperity, to stimulat enterprise.
