nouncement tiiat wr is it list about to commence
tetwt-en r.usaia ani Turkey. The protocol, or basis
of peace negotiations, was signed bj the rep
resentatives of England, Russia,' Germany, Austria,
France and Ita!y on the Slit cf March. Oa the
13th of April it W3S definitely male known that
Tarkej rejects the procotol, and the general concla
ion throagboat Europe was that war mast result.
In fact, although a formal declaration cf war had
not been made, yet active operations had began
the Russians had crossed the Froth preparatory to
entering Moldavia, and theTarks are reported as
throwing bridges across the Danube, fcr the passage
of their armies. These movements plainly indicate
war, although it is reported that Austria will yet
make an effort to preserve peace, with but little
expectation of any result.
Cable dispatches say that the Cur Llmself will
join the army on April 24th.
The Alta, says :
Via Brussels, the telegram through Le .ord from
London comes, stating that the English Govern
ment thinks that further steps ia fiver of peace are
useless. Evidently, the Forte believes that England
will exert her good offices in favor of her old ally,
Turkey. And it is more than likely that she ia
right. Because, if there be a skeleton in Great
Britain's closet, it is the fancied presence cf Russian
ambition. It is the nightmare of centuries, which
has troubled the British Government and the British
people. In every movement of Russia in Asia
toward the east and the south,' Great Britain has
felt that the great struggle for Asiatic Empire waa
brought one degree nearer. And cow, in the presence
of inevitable war between Russia and Turkey,
with a conviction that the Russ is able to overpower
the Turk, she is placed by the superior diplomacy of
Gortscbakoff and IgnatielT in such a position that
one can scarcely see how she can intervene between
the contending nations, or become openly the ally of
Turkey. In fact, to attempt the latter would prove
Disraeli's overthrow, because the reports of Turkish
atrocities committed upon the poor -Christian people
of Bulgaria and elsewhere have pretty effectually
weaned the British people from entertaining any
sympathy whatever with the Turk. From present
appearances, Turkey stands alone against her great
enemy, with the sympathies of all Europe against
President Ilaycs having withdrawn the United
States troops from the capital of South Carolina,
Governor Chamberlain withdrew and Wade Hamp
ton was declared Governor of the State.
A Commission oppointed by President Hayes to
investigate the Louisiana complications, as to who
is Governor had not come to any conclusion.
Following is the full text or the protocol : The
Powers which in common undertook tbe pacifica
tion of the East, and therefore participated in the
Conference, recognize tlie.t the surest means of
obtaining that object, before all, ia to maintain
the agreement establiph',., and jointly to affirm
the fresh common interest they take in tho im
provement of the condition or the Christians and
tbe inauguration of reforms in Bosnia, Herzego
vina and Bulgaria, which the Porte accepted on
the condition of itself carrying them into execu
tion. They take cognizance of the treaty of peace
with Scrvia. Regarding the Montenegro quest
ion, the Powers consider the rectification of the
frontiers atJ the free navigation of the river Bo-
i'ana desirable in theinterest ot a solid and dura

As a step accomplished toward the pacifica
tion which is the object of their common wish
es, and they invite the Porte to consolidate it
by replacing its armies on a peace footing, ex
cepting the number of troops indispensable for
the maintenance of", order, and by putting in
hand with tho least po6ible delay tbe reforms
necessary for the tranquillity and well being of
the provinces, the condition of which was dis
cussed at the Conference. They recognise that
the ' porte is itsolf ready to realize an impor
tant portion of them, and they take cognizance,
epccially, of the circular of the Porte of Feb
ruary 13, 187G, and of the declarations mado
by the Ottoman Government, during the Con
ference and since, through its representatives.
In view of

Oa the part of the Porte, and of its evident
interest to carry them immediately into effect,
tho Powers believe that they have grounds for
hoping that the Porte will profit by tbe pres
ent lull to apply energetically such measures as
will cause -that effective improvement in the con
dition of the Christian population, which is
unanimously called for as indispensable to the
tranquillity of Europe, and that, having once
entered upon this path, it will understand that
it concerns its honor, as well as its interests,
to persevere in it with loyalty and efficacious
ly. The Powers

By means or their representatives at Constan
tinople and their local agenta, the manner in
which tbe promises of tbe Ottoman Government
are carried nto effect. - If their hope should
once more be disappointed, and if the condition
of Christian subjects of the Sultan should not
be improved in a manner to prevent the return
of the complications which periodically disturb
the peace of tbe East, they think it right to
declare that such a state of affairs would be in
compatible with their interests and those of
Europe in general, and in such case they reserve
to themselves the right to consider in common
as to tho means which they may deem best
fitted to 6ecure the well being of the Christian
populations and the interest of general peace.

To the protocol are appended the minutes
of ti c meetings held at the Foreign Office March
Count Schouvaloff made the following decla
ration before the signing of the protocol : " If

burg a special envoy to treat of the disarma

LORD DEKBYS DECLARATION.
The following declaration was made by Lord
Derby before the signature of the protocol :
" Inasmuch as it is solely to the interests of
European peace that Her Majesty's Government
have consented to Eign the protocol proposed
to Russia, it is understood hi forehand that, in
the event of the object proposed not being at
tained, viz., the practicnl disarmament of a
part of Russia and Turkey, and peace between
them, tbe protocol in question shall be regarded

His Hon. Judge Gibson tells an amusing story
of the way a juror went for conviction, lie eaji
