The first of cur statute laws which we wiil
mention as needing revision and amendment, is
that in regard to the mode of conducting elec
tions for Keprestntativee of the people. The
present law is cumbered with formalities that
are 'juite useless, and which often operate in
disfranchising a voter, for no fault or disability
of hie own and it is really a serious matter to
deprive even one man of the sacred right of the
ballot. Under the head of " (Qualifications 0r
Electors," the law in one place requires that a
voter " shall cause his name to be entered on the
list of voters for his district;" and in another
that " the assessors of taxes in the several dis
tricts shall carefully record upon their several
assessment registers, in separate columns, to be
provided for that purpose, the names of all
persons possessing the requisite qualifications for
voters ;'" that the tax collector " shall make out
an accurate list of the names of all the persona
in his district who shall Lave paid their taxes for
the year immediately preceding an election,"
and whose names Bhall have been furnished him
by the assessor ; this list the tax collector is to
furnish to the inspectors of elections. Any
assessor or collector who shall fail or neglect to
make such register, is to be fined $100; and
every collector who shall fail to return to the
inspectors of election an accurate list, as before
prescribed, of all the persons who may have
paid their taxes and whose names appear ou the
assessment rcgioter, 6hall be fined $100. The
tax collector gives to each tax payer, who is
properly qualified, a receipt, having printed on it
the words " Qualified to vote." Here, then, we
have the voter apparently fully equipped and
ready to perform the important duty of deposi
ting his ballot for the man of his choice. He is
doubly qualified, for not only is he registered as
a voter, but he holds a certificate, in red ink, of
his qualification. But errors and omissions will
occur occasionally with the most careful and
conscientious of men, and it lias happened, in a
number of instances, that the voter, on present
ing himself at the ballot-box with his certificate
in red ink has found that his vote was refused
because his Dame had been (doubtless uninten
tionally, omitted from the register. It will be
noted that the law in one place speaks of the
voter as having caused his name to be entered
on the register," and in another place makes it
the duty of the assessor of the tax collector
under icnalty of a line, to "carefully" and
" accurately " make out such list. On the other
hand we have seen a voter debarred of the privi
lege of the ballot for the reason that although
his name appeared on the register as duly quail
impelling him to return to linger and revel amid
the grand display of earth's beauties nowhere
eke to be found in such lavish profusion. From
San Francisco to Honolulu the trip is almost a
dream of delight, for nothing in the way of ac
commodation or comfort is wanting, the ships
being fitted up in thejnost luxurious and gor
geous etyle, and t!.c tables being all that the
most fastidious can desire. At Honolulu, a few
hours' stop is made, long enough to allow every
body a short run ashore, where they will find a
first-class hotel, and everything to supply their
wants. Here some are persuaded to lie over for
a month, giving them time to " do " the islands
with their world-famed Kilauea, which can be
done at a trifling expense. By the next boat on,
on, past the beautiful lsle9 of the broad Pacific,
to their journey'e end eix to ten short weeks
from their old homes to the Antipodes. The
monotony and discomforts of the other route
are too well known to require mention, so that a
comparison is all that is needed for the traveler
or business man to learn the most desirable
route, which we are sure he will decide to be the
one that gives him a glance of our own lovely
Isles, the whole trip constituting a holiday
journey, destitute of fatigue, and fraught with
memories upon which the mind will linger fondly
for many a day.

The rapid increase of trade between San
Francisco and Sydney, and the immense magni
tude, present and prospective, of the interests in
volved, coupled with the frequent interruptions
of the telegraphic lines and cables already estab
lished with Europe northward and westward by
way of Singapore and India, are calculated to
turn public attention to the route from Califor
nia to Australia via these Islands as being the
most feasible, and in fact the only route by
which telegraphic communication can be opened
that will be secure from the many accidents
which now cause so much annoyance to our Colo
nial friends. That these interruptions to speedy
communication have become a serious matter,
especially in the lowering cloud that is now hover
ing over Europe, is sufficiently evideut when we
state that breaks on the ocean and land lines to
gether have occurred at least half a dozen times
in the last three months. These accidents have
occurred on one section, that of the Darwin-Ban-joewangie
cable, a third time, showing some
thing radically defective, which would have been
remedied ere now if that were possible. But
these frequent interruptions arc not confined to
the cables between Australia and the continent
of Asia: the land lines connecting the cables
with Adelaide, Melbourne and Sydney, across
the long stretch of the interior of New Holland,
arc giving no end of trouble and delay, to the
great annoyance and vexation of every interest
affecting commercial and political circles. There
is no certainty that doubling or trebling the
present lines and cables will remove all cause of
complaint, and the commercial interests of Aus
tralia must soon be turned in this direction, iu
search of a route that will secure to them greater
regularity.
The cost of a cable from San Fraueisco to
Sydney (over estimated at 2,000,000,) seems
hitherto to have prevented this route from being
fully considered, notwithstanding its many ad
vantages and less liability to accident after it is
laid. The time ia close at hand when the people
of Australia, out of patience with their present
imperfect service, will insist upon some route
which shall come up better to what they require;
and that the route in this direction will be the
one selected wc have no doubt, for it is the only
one that w ill be free from the vexations attend
ant upon the lines' so far established.
The " endless interruptions"" of the last three
or four months have already produced one good
result : the leading business men of Sydney and
Melbourne now realize that the time has come for
decisive action of some kind, and the public there
have been assured that the Government are alive
to the necessity of doing something without de
lay. There are various local interests in the diff
erent colonics that seem to interfere with the
prompt and united action required to lead to a
satisfactory result. If they turn their eyes in
this direction, these opposing interests will no
longer clash, and they will discover that the
route via Fiji, Hawaii and San Francisco is the
; only ono to which they can look with an assured
hope that their desires will not meet with disap
pointment. i A very large amount of money has been ex
pended upon the routes already established, with
very unsatisfactory results in return; and if a
feasible route is to be found the Colonial public
will demand its adoption, and will not be back
ward in furnishing the funds for carrying it out.
Our readers will call to mind the name of a
gentleman who has lor some years been agitatin"
the merits of the routes between San Francisco
and Sydney, via Hawaii and Fiji: Capt. Caesar
Celso Moreno. The Australians, to their loss,
have hitherto overlooked the labors of Capt. Mo
reno, but their recent disappointments will, we
think, induce them to look into hia views and
arguments more kindly, and give them the con
sideration they merit. The plan whie!i this gen
tleman advocates is this: A sinh; cable from
San Francisco to Honolulu, from thence a cable
northwest to Japan and on to China, and another
southwest to Sydney, with landings at the prin
cipal islands which each line will pass; so that
no separate section will be too lon for the eucr
cesbful transmission of messages. We have cot
the figures at hand, but are under the impression
that no section of cable will exceed in length that
from San Francisco to Honolulu.
The trauecendunt importance of the iu teres ts
involved has lead us to speak at some length
upon this Eubject, aud we are 6ure that our Colo
nial neighbors, as soon as they thoroughly con
sider the matter, will come to the conclusion that
the route by these Islands is the most direct, fea-
j sible, and, in the end, cheapest, and the only one

A meeting of the Trustees of the Kapiolan
Park Association was held last week, at which a
proposition was considered for leasing the race
track and grand stand, &c, to a party applican
for a term of years, at an annual rental of 500.
The proposition was however negatived ; and as
we learn from the Gazelle, the impression in
some quarters was that the leasing of the track
would have resulted in depriving the public of
the privilege of visiting the Park grounds,
except by paying a fee for admittance. As we
understand the matter, nothing of the sort was
intended, or could by any means have happened.
The idea of those who favored leasing the track
was, that it might thus be made to bring in a
certain income per annum, instead of being as
now, a constant expense with no return. The
public, which has so generously responded to
appeals for subscriptions for the Park, may some
day become tired of responding yet money is
needed to supply attendance on the growing trees
and plants which have with much labor and
excense been set out over the grounds. As to
A
the frequent and demoralizing horse races which
are 6aid to be feared as a result of leasing the
track surely that could have been provided
against by the terms of the lease.
But the one principal thing that is needed to
make Kapiolani Tark something more than a
myth to the residents and visitors of Honolulu,
is a good carriage road thereto from the city.
The route for such a road has been located and
surveyed, and, as we are informed, the Legisla
tive Assembly will be asked, at its coming session,
for a grant of money sufficient to ensure the con
struction of the road during the present year.
After this has been accomplished, a drive to the
Park and return will be a pleasant afternoon's
recreation ; and ere long we may expect to see
cottagea and bathing boxes lining the beach,
from Diamond Head to the Waikiki Church.

head of Kalihi valley were seen to be ou fire,
and "at times blazing up quite high, showing that
the material, even at that elevation, is quite dry
from the contioued drouth. It was an unpleasant
thought that the growth of years was thus swept
away ia a few bouta. We bare not beard the
origin of the fire explained, ir!u.ther it was
through carelessness of cattle driven or from
design. Chapter 22 section 9 of the Ciril Code
says : ' Whoever willfully and maliciously
burns any standing trees, brush or un
derwood, or other standing product of thd soil of
another, is guilty of a malicious burning la the
third degree, and shall be punished by imprison
ment at bard labor not more than five years,
or by fine not exceeding 8ve hundred dollars,

destined to secure tho bulk of ocean travel be
tween Eugland and tho Antipodes not alone for
the saving of time, but from various advantages
in the way of variety aud comfort of which both
the Cap anj Suez routes are destitute. The
traveler by the American route passes a great
part of the distance by rail, through the busy
iiaunU of men, past Niagara, the Great Lakes,
and tbe magnincn& scenery of the Rocky Moun
tains and the Sierra Ifevadas scenes, the mem
ory of which dwells long in the tourist's mind,
