By the arrival of the U. S. S. Lackawanna on the
11th iust from Apit, we have news from the Satnoan
Islands to the 14 b of October. The reports all
agree in that tbe only interests represented at tbe
Samoan Islands are German, a id the tending of war
vessels to protect American interests at that point is
ab-ilrd. News from the Island ofSavaii was very
meagre, nothing of inifiortaiice having transpired.
The various factious were concentrating their forces
on the island of Upolu, and hostilities were on the
eve of commencement when the Lackaw anna left.
Co' ton planters and cocosuut growers were complain
ing of the scircity of labor, although a brisk trade
was being cirried on by The schooners Letitia, Mary
Anderson aud .Miry, in supplying that want with
people from the New H brides and Gilbert Group.
The schooner Sea W aif had touched at Drummond's
Island, and had obtained a small cargo of shells aud
wood and ten laborers, and was reported as being en
route for Honolulu. Mr. Lord, an atent of tbe Cali
fornia Land Co., was reported as being at Upolu, al
so General Bartlett, an American, but their particu
lar mission in that part of the world was unknown.
All the cotton and cobra raise 1 is immediately ship
ped in German vessels, and to Germany, and as be
fore said the only interests at present represented on
the Samoan islands are to all intents and purposes
German, and require no attention or interference
from the United States.
T. M Dawson, formerly of San Francisco, is Amer
ican consul at Apia. On the 25th, of September,
Gen. Jos. J. Bartlet! was arrested and brought be
fore the Consul on a complaint by Malietoa, the King
(whose title by the way, is disputed by a powerful
party) who in hi complaint set forth that Bartlett
was "a foreign leader of troops. This war is alout
to break out, and blood to be spilt on account of the
leading astray of others which is still being carried
on by that foreigner, as also his inciting words to
that people. For this reason I hereby implore your
Excellencies to befriend us and make it possible for
that foreigner to he removed from Samoa." A trial
was Lal before the Consul lusting several days, and
resulted iu the complaint being dismissed.
Apia, it seems, constitutes a Neutral Territory,"
over which the foreign Consuls take turns in exercis
ing jui itdictiou aa Police Magistrates, so that each
week there is a diflerent His Honor" on the bench.
The settlement beasts a weekly paper, The Samoa
Times," not quite so large as the Hawaiian IJaztttt,
the subscription price of which is $10 per annum in
advauce, or 12 credit. In the issue of September
27, we find the following paragraph of interest :

of cession of their country to Queen Victoria, and that
the offer has been taken' on by H. M. b. Conflict. We
must ext.reK our hope that this is correct, and that the.
