Seward, and has re. queeted that individual's official resignation. In case it U not rendered w ith becoming alacrity, the dishonored omcial will be removed without cere mony. Meantime, the settlement ol hU accounts witb the State Department has been suspended. The extraordinary deliberation with which this action has taken is equalled by the urgent necess ity for it that has existed for years. Seward has been sojourning in the Orient for a very long period, first as Consul-General, at Shanghai, and then as United Sates Minister at I'ekin, and so far as bis personal interests are concerned, be bas not resided there in vain. From the first he appears to bave keenly realized that bis chief business in tbe Flowery Kingdom was bis own aggrandize ment Any incidental services be could render bis Government have been cheerfully given, so long as they were not of a character to interfere with bis own designs, lie bas been a resident of China for money making purposes exclusively, and seems to bave regarded official position a mere auxiliary to tbe more essential object in view. In getting money, he has apparently exhausted every ordinary expedient known to disreputable public servants, and bas ocassionally ventured upon acts tbe proper characterization of which would require a very prudent use ol language. During bis examination by that committee be declined to produce bis books on tbe disgraceful ground that tbey would crimi nate bim. lie escaped impreachment by a very close vote in tbe House of Representatives, and then, to tbe amazement of the country and foreign Governments, be was returnd to bis distsnguished post, branded with dishonor. Tbe pitiable excuse was given that tbe State Department could not do without his services very well at that juncture. It is right that President Hayes should bave conclud ed to remove bim with tbe rtn of Canaille, which bas thrown so much disgrace upon tbe American name at tbe Chinese Capitol, we mean tbe renegade religious hypocrite, Rev. Christmas Ilolcombe, Secretary of the United States Lega tion, formerly a sewing-machine agent in the wooden nutmeg State, tbe great American bum mer, Francis P. Knights tbe honest receiver of tbe late Edwin Smith's Estate, and tbe Burmese con vert, Chester Sebastopol Bradford Taylor, wbo parades himself as tbe United States Charg'd Affairet and Diplomatic adviser, thus adding ridicule to tbe disgrace. . California is interested iu the matter particular ly, for the reason that Seward is believed to bave been largely concerned in stimulating coolie im migration to this coast, if be bas not actually reap ed a personal profit by tbe traffic. At any rate, his removal will excite general gratification on tbis coast, as well as throughout tbe country. He should not be removed, but be should be properly dealt with by the Government.
