no question. What is wanted is a law to legalise
horse-racing and also a law to suppress swindling,
but not a measure that can in any way interfere
with the liberties of a peaceable citigen. A
Gaming and Lotteries Bill has just been passed
in New Zealand by which all sweeps and lotteries
are suppressed, and a similar measure here, to
surpress pool-selling, would no doubt be attended
with beneficial results, judging from the experi
ence of the past few months.
