M. Sykes demande a amender en substituant "quatre" députés-voyers, et en insérant "un pour chaque District," lequel amendement est accepté, et la section, ainsi amendée, est adop tée comme suit : 1. Que le département du voyer de la Nou velle-Orléans se composera du voyer élu par le peuple, de quatre députés-voyers, un pour cha que District, de deux commis, d'un dessinateur de plans et de deux aides-arpenteurs. Sur motion de M. Mackey, on fait l'appel des membres du Conseil, et ceux dont les noms sui vent répondent à leurs noms : MM. La seconde, la troisième. la quatrième, la cin quième, la sixième et la septième section, sont adoptées sans amendements. La 8me section étant lue comme suit : 8. Que les salaires des députés-voyers consis teront de la somme de! deux cents par pied cou rant, qu'ils sont autorisés A recevoir de toutes personnes qui les emploieront pour leur donner l'alignement de leurs lots ou banquettes, et de la somme de cinq piastres par jour chaque fois qu'ils seront employés par le voyer pour surveil ler les travaux publics ou pour l'aider dans l'ac complissement de ses devoirs. Lesdits députés fourniront chacun un cautionnement de $5,000 pour garantir la fidèle exécution de leurs devoirs. M. Leeds demande à amender en insérant après les mots "accomplissement de ses de voirs" ceux-ci : " et lesdits députés-voyers ne seront employés pour assister le voyer que quand le Comité des rues et débarcadères le permet tra ; " et, en insérant aussi, après les mots 'les ditsdéputés" les mots suivants: "prendront un serment devant le maire et." Ces amendements sont acceptés et la section est adoptée comme suit : 8. Qu'il sera également du devoir du Voyer d'informer le Maire dU tout empiètement fait sur toute rue ou chemin publi ; de veiller à l'exé cution des ordonnances relatives aux maisons, Lbtisses, murs ou autres objets, qui par leur nature délabréeou toute autre cause, pourraient en tombant mettre en danger la sûreté publique ou occasionner des accidents; de surveiller la construction des bâtisses privées ou publiques, et chaque fois qu'une bâtisse en voie de construc tion ou de réparation ou déjh construite, sera jugée mauvaise faute de solidité provenant d'un défaut dans le plan ou si les murs sont trop fai bles, ou s'il y a tout autre danger, ledit Voyer devra immédiatement faire un rapport a ce sujet, par écrit, au Maire et au Conseil. 6. Qu'au commencement de chaque mois, (ou plus souvent si l'intérêt public l'exige) il sera du devoir du Voyer de rapporter aux Comités des rues et débarcadères, le travail qu'a a exécuter son département avec l'autorisation du Conseil, et il mentionnera le nombre d'artisans, d'ou vriers, de charrettes et autre assistance dont il pourrait avoir besoin; sur quoi, lesdits Comités prendront ce rapport en considération et décide ront du nombre d'artisans, d'ouvriers, de char rettes, etc., que le Voyer pourra employer. Ils décideront également de l'ordre que suivront les travaux. La décision des dits Comités sera transmise au Contrôleur, qui tiendra un ré gistre à cet effet, et autorisera immédiatement le Voyer à employer le nombre d'hommes, de charrettes, etc., fixé par lesdits Comités. Le Voyer sera aussi autorisé à acheter, pour l'usage de la ville,des brouettes,des pioches, des bêches, des pelles et autres instruments de travail, ainsi que des clous, des pointes et autres matériaux, et fera un rapport relatif a ces acl!ats a chaque séance successive du Conseil. 7. Que les devoirs des Députés-Voyers con sisteront seulement k donner l'alignement des lots et autres propriétés situées en face des rues et des chemins publics, chaque fois qu'on le leur demandera; ainsi que l'alignement et le niveau des banquettes, mais sous la surintendance im médiate du Voyer; et ils sont tenus de dénoncer au Maire toutes les personnes qui ne se conforme ront pas à l'alignemént ou au niveau donné par eux. 8. Que les salaires des Députés-Voyers con sisteront de la somme de deux cents par pied courant, qu'ils sont autorisés à recevoir de toutes personnes qui les emploieront pour leur donner l'alignement de leurs lots ou banquettes, et de la somme de $5 par jour chaque fois qu'ils seront employés par le Voyer pour surveiller les travaux publics ou pour l'aider dans l'accom plissement de ses devoirs. Et lesdits Députés Voyers ne seront employés pour assister le Vo yer que quand le Comité des Rues et Débarca dères le permettra. Lesdits Députés prendront un serment devant le Maire, et fourniront cha cun un cautionnement de $5000 pour garantir la fidèle exécution de leurs devoirs. 9. Que les Commis, etle Dessinateur de Plans, ainsi que les Aides-Arpenteurs seront sous le contrôle immédiat du Voyer, et accompliront tels devoirs qui leur seront imposés par lui. 10. Que ni le Voyer, ni les Députés, ni le Commis ne pourront, directement ou indirecte ment, ouvertement ou secrètement avoir un in térêt ou recevoir une paie, un émolument ou une compensation pour l'exécution de tout tra vail public autorisé par la ville, ou en pourvo yant aux matériaux, instruments, outils, char rettes, ou autres voitures, esclaves, chevaux, bêtes à cornes, employés à l'exécution du dit travail, que ledit travail soit ou non fait par contrat. 11. Que le bureau du Voyer sera ouvert tous les jours, les dimanches et les jours de fête ex ceptés, de 9 heures A. M. a trois heures P. M.; et le Député-Voyer pour le Troisième District tiendra son bureau au bureau du Recorder du dit District. 12. Que le Voyer sera responsable de la cor rection des lignes et niveaux donnés par les Dé putés; et il sera du devoir du Voyer d'assister aux assemblées du Comité des Rues et Débarca Sdres. 13. Que toutes les Ordonnances ou parties d'Ordonnances contraires aux dispositions ci dessus sont par la présente abrogées. Sect. 1.-Qu'il soit ordonné qu'il sera nommé par le Conseil Général de la Nouvelle-Orléans, deux médecins qu'on appellera Médecins de la Vile, et dont les devoirs consisteront à visiter toutes les prisons, maisons de travail, maisons de refuge et geôles de cette ville. L'un sera chargé des Premier et Quatrième Districts, et l'autre des Second et Troisième Districts. Sect. 2.-Qu'il soit de plus ordonné qu'il se ra du devoir des dits Médecins de visiter, au moins une fois chaque jour, toutes les maisons de travail, geôles, etc., et de soigner tous les malades en prison, et de continuer leurs soins aussi souvent qu'ils seront appelés, dans leurs Districts respectifs. Sect. 3.-Qu'il soit de plus ordonné qu'outre leurs devoirs, ils devront servir de Médecins experts au Coroner, chacun dans son District respectif. Sect. 4-Qu'il soit de plus ordonné qu'ils se ront tous deux chargés de vacciner les enfants dans les Ecoles Publiques. Sect. 5.-Qu'il soit de plus ordonné qu'en cas d'atsence ou de maladie, de l'un des dits Médecins, l'autre remplira ses devoirs aussi longtemps qu'il sera nécessaire; s'il lui est im possible de faire l'ouvrage des deux, le Comité de Santé nommera, s'il le vert, un Assistant Médecin pour le temps nécessaire, dont le salaire sera de---piastres par jour, pendant la pé riode of il sera ainsi employé, laquelle somme sera payée par le Trésorier de la Ville; pourvu que e Médecin régulier soit malade, ou bien absent avec permission du Comité de Santé; s'il n'en est pas ainsi, l'Assistant-Médlecin recevra sa compensation du Médecin dont il remplira les devoirs. Sect. 6.-Qu'il soit de plus ordonné qu'ils en régistreront, chaque jour, dans un livre tenu à cet effet, dans chaque prison, maison de travail, etc., toutes leurs prescriptions, avec le nom ou le nombre de chaque malade, lequel livre servira a prendre les ordres q(ui devront être exécutés par les Garde-Malades ou les Gardiens. Sect. 7.-Qu'il soit de plus ordonné que les médecines seront ordonnées et inspectées par les Médecins dans leur District respectif, et ceu-_ ci approuveront lesbhordereaux des dites médd cines avant qu'ils ne soient payés. Sect. 8.-Qu'il soit de plus ordonné que les Médecins auront le droit de faire transporter tout prisonnier attaqué d'une maladie conta gieuse à un endroit quelconque choisi par eux mêmes, où il sera soigné aux frais de In ville. Qu'une taxe de deux pour cent est par'la présente imposée sur toutes les propriétés fdn cières situées dans la ville de la Nouvelle-Or léans, ladite taxe étant suffisante pour peaer ladite souscription. Un sixième de cette taxe, étant un tiers de un pour cent, sera payable le 1er. lundi de mai 1858; un autre sixième, le ler. lundi de mai 1854 ; un autre sixième, le ler. lundi de mai 1855; un autre sixième, le 1er. lundi de mai 1856; un autre sixième, le ler. lundi de mai 1857 ; et, le dernier sixième, le 1er. lundi de mai, 1858. Lesdites taxes seront pa yables au bureau du Trésorier de la Ville, et seront collectées-ie la même manière que les autres taxes de la ville, corformément aux dis positions de la section 35e. de l'acte consolidant la ville de la Nouvelle-Orléans. 3 Des reçus séparés seront délivrés aux contribuables, lesquels leur donneront droit a une somme équivalente on actions dans ladite Compagnie de Chemin de Fer; et, chaque fois que le montant de la taxe ne correspondra pas exactement aveo le montant d'une action ou de tout autre nombre d'actions de ladite Compagnie de Chemin de Fer, il sera légal pour le déten tour du reçu de compléter la fraction jusqu'à concurrence d'un montant équivalent à une ac tion en payant comptant la différence. 4. Il sera du devoir du Trésorier de la ville de payer a ladite Compagnie de Chemin de Fer, par le ministère des officiers convenables, cha que lundi, le montant de la taxe de Chemin de Fer susdite collecté pendant la semaine préce dente, avec une liste des noms des personnes qui auront payé cette taxe, et le montant payé par chacune d'elles. 5. Cett ordonnance n'aura d'effet, et uneélec tion, dont le but sera de la soumettre a l'appro bation des contribuables, comme il est requis par la loi, ne pourra avoir lieu, qu'apr+s que le Bureau des Directeurs de ladite Compagnie de Chemin de Fer aura fait savoir par écrit au Conseil Général, qu'il consent à accepter la souscription par la présente ordonnée, payable comme il est dit plus haut. Attendu qu'on a acquis d'une manière satis faisante la conviction que, sans l'aide des pro priétaires de la Nouvelle-Orléans, le chemin de fer de la Nouvelle-Orléans, des Opelousas et de l'Ouest ne peut être amené à bonne fin; que les propriétés foncières sont celles qui ressentiront le plus important avantage par de tels travaux publics, et que, par conséquent, elles doivent y contribuer; et que, malgré les souscriptions con sidérables faites par des propriétaires, néan moins, la majeure partie des souscripteurs du chemin sus-nommé se compose d'hommes dont les ressources sont limitées, et qui ne sont pas des ouvriers-cet os et ce nerf de la communauté; et attendu que la majorité des propriétaires de propriété foncières, quoiqu'ils n'aient pas fait de souscriptions volontaires sur les livres de la Compagnie, n'en sont pas moins d'avis qu'une taxe devrait être imposée, et quebeaucoup d'en tre eux sont anxieux de la payer, convaincus qu'ils sont que cette taxe donnera non seule ment plus de valeur a leurs propriétés, mais qu'ils recevront pour la taxe payée un dividende sur le capital, tel qu'il ne pourrait être dépassé dans le monde ; en conséquence, qu'il soit : Résolu que le Maire est, par la présente, au torisé etrequis d'ordonner une élection, confor mément aux ordonnances ci-dessus, laquelle de vra avoir lieu le second lundi de juin prochain, et de faire desretours complets de la dite élec tion dans les dix jours qui suivront l'ouverture ou la clôture des polls.
