By an arrival at Charleston, the Courier of that city has dates from Nassau to the 8th inst. The Royal Gazette of the 18th nit. says: The House of Assembly last week were occu pied in preparing and presenting an address to his honor the Lieutenant Governor, in reply to his opening speech of the present session of the Legislature, receiving petitions, and passing a vote of indemnity to the Receiver General and Treasurer for the return of £560 48. 8d., being part of the duty collt . by him on goods taken out of the American a Pelar Star, while on shore upon the Mosel soal, and subsequently brought into this port by sundry wrecking yes eels. ,The brigantine Baltic, Captain Gould, arri "ed at Nassau on the 3d inst., frofn St. Thomas, which port she left on the 27th ult. The cholera had almost entirely disappeared in that island. The Nassau Guardian of the 8th inst. pub lishes the report of the Select Committee of the Legislature on the Tariff, by which we perceive that it is proposed to reduce materially the tax ation on the necessaries of lif--espercally flour, wheat and rye, corn meal,. sugar, coffee, salted meat and fish aandother articles generally con sumed by the masses of the people, while onthe other hand, in order to make up the deficiency to be occasioned to the revenue, it is contempla ted to advance the ad valorem dutyof five per cent. to fifteen per cent. The export d oy on salt is to be abolished. The duty on wheat flour is to be 3s., and on rye Is. il. per bbl., and on rice Is. Gd. per cwt. The following provisions, interesting to own ers and masters of vessels, we extract from the report : 1. That there shall be imposed and paldinto. the Public Treasury of these Islands, a tesnage duty of sixpence per ton, on each and every ton of the registered tosnageof every vessel (except as hereinafter mentioned) arriving within these Islands from any port or place without the lim its thereof; provided always, that the following vessels shall be totally exempted from the pay ment of such duty, viz: steam vessels, vessels arriving in ballast and departing in ballast, or arriving with cargo and not landing any part thereof, as also vessels which may put into any port within these Islands, through stress of weather, or for the purpose of refitting and re pairing damages sustained during the voyage on which any such vessel may be then proceeding, or to obtain supplies of provisions and water, or either, or any articles necessary for the safety of the said vessel, or the comfort of the persons on board, and whether the cargo or lading of such vessel, or any part thereof, shallbave been landed or not: provided, that if landed, the same be re-shipped without any part thereof being sold or disposed of in the way of trade, or any cargo being shipped on board of such ves sel. 6. That the entrance fees payable at the port of Nassau, under the 8th Vic. c. 40, be levied and paid at all the ports of entry of the Colony. 7. That the clearance fees at present imposed and collected be eantrnued. 8. That the auction tax at present collected on goods sold by the Marshal of the Admiralty Court be continued. Gongresuional. Mr. Chandler made an ineffectual effort to call up the resolutions iroposing to show the gratitude of the nation to the San Francisco Among a variety of other business, Mr. Craig offered a resolution, which was agreed to, re questing the President of the United States to inform the House whether any negotiations are pending between the United States and Peru, lfr the removal of the restriction on the expor tation of guano from that country, and what is the present state of the negotiation. Mr. Taylor, of Ohio, offered a redlution, which wos adopted, instructing the Committee on Military Affairs to inquire into the expedi ency of removing the Military Asylum near Washington, to Mount Vernon. The new boundary commences two marine leagues north of the mouth of the Colorado, giving us no access to the Gulf of California, and goes between latitude thirty one and thirty-twoe to the one hundred and eleventh degree of longitude west of Greenwich. 21. It abrogates the 11th article of the treaty of Guadalupe IHidalgo, and cancels all claims of Mexican citizens under that article to date of ratification. 3d. The United States pay fifteen millions of dollars in monthly installments of three smil lions each--the first payable on ratifying the treaty. 4th. Reserves five millions for claims of Ame rican citizens in Mexico, including the G(ary grant. Oth. Both Governments agree to put down Fillibusterism, and pursue the Fillibusters with army and navy into the other's territory. 6th. Agrees to refund goods and chattels stolen by Indians from citizens of the other's country. The President amends No. 5 Iy striking out the pursuit by land and sea into the other's territory, and hie amends No. 4 by not mention ing any particular claim. The amendmeets are very important. In that lawless country, he knew his life might be sacrificed unavenged. He knew himself physically unequal to the contest, and he thought, after all, it was not his business, quixotically, to take up another man's quarrel. Feeling pity for the insulted and disgust toward the insulter, he determined to take no notice; when very quietly, indeed, the cloaked figure in the corner assumed an upright position, and tile mantle was suffered to fall from it without effort or excitement.
