In consequ.noe of some delay in administrating the olth to the new Recorder (Mr. Summers), Recorder Seisenean, of the Third Distriot, oH cinted until the former made his appearance. The npmber of persons arraigned for minor offences, breaches of the peace, drunkenness, etc., wa. quite large, and the, majority were tre&tea with due severity in the way of fine and mimpoisenont. Important eases were postponed for htrther consideration. The court was orowded with curious spectators, drawnnither a desireto witness the first acts of te new mials, and when Mr. Summers took his seat it was with great difficulty they were prevented from greeting him with a shout of welcome. Mr, Joseph ~ iter, the niewly appointed Clerk, also commenced his duties yesterday, and we do nqt think a better man could have been selected to occupy^ this rather important position. To Mr. Frazer, who has for some time acted with ability in this capacity, we hereby offer sincere thanks for his uniform courtesy and kindness towards us. REconRD R Ra Mos's COVRT-Second District. But to the great astonishment and loss of the shoe-dealer ,Michael, in the midst of heel-and-toe operation, the gyrations and the contortions, bolted suddenly for the door ahd dodging around the next corner disappeared in the twinkling of an eye. Boean or ALDnERaEN.--The new Board of Aldermen held its first meeting last evening, Messrs. Adams, Braud, Caldwell, Sinnott, Irwin, Darel, Gilmore, Pierce, Bailey, Lugenbuhl and Gordon, present. Mr. Caldwell was called to the chair, and a message from his Honor Mayor Lewis was read, expressing the usual formal ities, congratulatory and complimentary, in terms most appropriate to the occasion. A protest from Messrs. J. R. MoMurdo, E. Wood Perry and Eugene O'Sullivan, the defeated candidates for Aldermen of the Seventh Ward, was then read. The protest sets forth the vari ous circumstances that concurred to defeat their election, at the polls of the Seventh Precinct, the illegal proceedings, the breaking of the bal lot-box, in which they firmly believe there were no less than 1400 votes, the majority of which were undoubtedly in their favor, and concludes by protesting solemnly against the accession of Measrs. Pride, Prague and Bailey to the dignity of Aldermeo, and praying that the Board order a new election for Aldermen to be held in the aforesaid precinct. The document was referred to a special committee of three, Messrs. Sinnott, Adams and Irwin, who retired to deliberate opon it, anda recess of ten minutes was agreed upon. At the expiration of half an hour the committee submitted the following report and resolutions: The committee to whom was referred the qual I icatines of the members of the present Board of Aldermen, beg leave to report that Messrs. E. H. Durell and H. L. Peire, from the Second District, Mr. J. J. Lugenbuhl, from the Third District, and Mr. Jesse Gilmore, from the Fourth District, are duly elected and qualified. General Lewis (the Mayor elect) transmittedh a listof the members elect, and the Secretary, on calling the roll, found that twenty-two members were present. Cl, W. .. ·amlpbell was asiled' to the chair. A committee of five was appointed to examine and report upon the quttlifsations of members, and a recess of five minutes was had. TheConomittee, consisting of Messrs Wilts, Dolbear, Tracey, Thayer and Stith, reported in favor of allthe members present. Col aemp bell, after a short abesnee, returned and in formed the Board that it was the opinion of the 'City Attorney that the Beard of Asiatea hnAd been sworn in informally, inasmuch as it wsoo done by the Ex-Mayor, whereupon tie mem bers repaired to the Mayor's offce and were sworn in by the new Mayor. On motion, the rules of the late Council were adopted with the exception of the 25th article, (which provides that Committees shall be ballotted for vivaa voe) giving the appointment of the same to the chair. The Board then proceeded to the election of a President, when Col. W. S. Campbell was unan imously elected. On anunoncing the result, the Colonel addressed the Assembly in a plain, sensible speech, such as Col. C. could alone have delivered, and entirely consonant with his high character as a man of business. He concluded by referring to the fact that as he had been elected without reference to party, so hbs hoped that their deliberations would be destitute of any political or sectional bias. Mr. Julian Neville was then elected Secretary of the Board. Mr. Neville received 18 votes and Mr. Foignet received 9 votes. Mr. E. W. C. Campbell was elected Sergeant. at-Arms by a vote of 18 to 9 against his oppo nent Louis Pilcher. At this moment Mr. Stith, from the Committee on Credentials, presented a petition from certain gentlemen claiming that they were duly elected Aossistnt Aldermen from the Third Ward, on the ground that they received a majority of the ega votes in said ward, but which majority did not appear in consequence of the destruc tion of the ballot-box in the Seventh Precinct; the petitioners protest against Gerard Stith and others taking their seats, and praying for a new election, etc. The protest and certificate from the eeritable commisioners of the Seventh Ward "powls" were referred to the Judiciary Committee. A message from the new Mayor was received and read. It was highly honorable to the author as well as respectful to the Council. The Board then adjourned until to-night.
