We can assure the Review thattheretrill beea "dissolution of the Union" be fore there ass be any "re-constitution," radical or otherwise, of our national organic law. If we can anot get along under it, we will have to separate. Thatis a fact as fixed as fate. Neither the nation nor tie civilized earth-neither Christendom nor Heathendom--can furnish the equals of the framers of that matchleseinstrument. Any effort to re-consti tote it would prove a lamentable failure. The assumption that the "slave States," in the event of diesolution, would be" subject to the curse ofa military despotism andthq perils of a servile war," are equally unfounded and untenable. Possessing the lnest country the sun shines upon in his diurnal course through the heavens, with the most fertile soil and genial climate, producing almost exclusively the four great staples that the commercial world is neett elepndent upon-cotton, sugar, tobacco and ripe-raising more than sufficient to feed our popu latlon, with an opportunity of almost illimitable ex pe.eion-with stores of mineral wealth, of every de seript.on, boundless in extent-with a capacity to manzsfacture far beyond the ability of any other country under the sky-and with an intelligent and edtterprising pbpulation-we could construct a gov ernment that would challenge the earth's respect and admiratlon, and build up for ourselves a structure of wealth, happiness, prosperity and power that neither ancient nor modern history would furnish a parallel for, The Review is strongly English in its nature and tendencies. It considers the little island of Great Britain worth all the earth put together; yet, it evi dently wishes the Abolitionists of the United States auccess in their nefarious designs, when their success would amount to the abolition of slavery, the abolition of slavery would amount to an abolition of the cotton crop of the South, and an abolition of the cotton crop of the South would bring immedicable ills upon Eng land ! Such is the short-sightedness fanaticism brings upon men otherwise intelligent, honorable and patri otic. uulunslppl Democracy 's. Gov. Walker. The Democracy of Carroll county, Miss., met in Convention in the town of Carrollton on the 7th inst. A committee was appointed to draft a pre amble and resolutions, of which the annexed is the concluding portion. After some discussion, the pre amble and resolutions were unanimously adopted. Here is what we have seen proper to quote: Your committee are therefore of opinion that the recent conduct of Robert J. Walker, as Governor of Kansas Territory, is but an attempt by improper in nfences to introduce Kansas into the Union with a constitution prohibiting slavery, and that his acts are unconstitutional and illegal, a violation of the settled doctrines of the Democratic party, and dangerous to our institutions in this; fhat he has attempted to influence the free action of the people of the Territory in framing their con stitution, by threatening them with exclusion from tie Union unless they obeyed his dictation. He has attempted by the like unfair ifluences to substitute the will of persons not authorized by law to vote and who are in open rebellion to the laws and authorities of the land, for the legally expressed will of the people of Kansas ; He has attempted to persuade the people of m sas that their country is unfit for slavery on aco, of its climate, character of productions, etc., anud thereby, as a federal officer, directly intervened against the institutiona of one section of the country, in favor of another. He has given aid and comfort to the rebels in said Territory, by promlsingto join with them in their illegal resistance to the constituted authorities of Kansas,unlesa his unconstitutional dictation was sub smatted to by the regularly organized government of the Territory. Your committee therefore recommend the adoption of the following resolution : Resolved, That the said conduct om Roblert J. Walker, Governor of Kansas Territory, is unconstitu tional, a violatiop of the doctrines of the Democratic pa.rty, and a dire.t and dangeros attack upon the Nothing is said about Mr. Buchanan. We incline to the belief that the anti-Slidell.David. aonians, under the lead of the gallant and eloquent Sigur, will "get" the Slidell-Costom-Huuse.David. sonlans this time. Sigur is whole-seaouled, able, brave, generous and true to the South. Davidson hals ever beentrse to any man, party or principle, althongh his truthfulness to the" spoilso" is unquestioned and unquestionable. Were the choice narrowed down to Sigur and Davidson, the voter who would select the latter wold choose a satyr in preference to Hyperion. In the meantime Watterston is getting along finely, and will emerge from the race a long ways ahead, in all human probability. ExPLOSeeN AND Loss or Le..--The Salem (N. C.) Press gives the particulars of the explosion of the fboiler af the BufLBlo Steam Mills, (eight miles North of Salem) Messrs. Golding & Wallace, prloprietoci. The explosion occurred on Tuesday evening, Sept. 1, Cboet 4 o'clock, causing the death of four persons, badly scalding two others--one of whom has since died-and making a complete wreck ol the building rand machinery. Thei llesd are Mr. Wallace, one or the proprietors, 'whose body was torn into three pieces by fragments of the machinery, and otherwise horribly mangled. Mr. Abner Prior, present on business, had hisi head gut 3ft. which was found some distaonce from the scene of disaster, and his body otherwise very much mutilated. Mr. Gabriel Jones and Mr. Bethel Powers had limbs broken, and received other fatal ilnjuries. John Brown and a Mr. Talley were badly eculddl : the latter has since died. The explosion was caused by the water getting too low in the boiler, and filling it ulsuddenly with cold water. The loss is estimated at ,l,00. Telegraphed to the New Orleans Crescent. CnrloNNATI, Sept. 16.-From 3 to 5 per cent. dis count is asked on all New Englund and New York county Banks. Arrest for Fraud. BOSTON, Sept. 16.-George S. Abrahams, Custom house broker and agent for Baring & Bros., has been arrested for forging and altering figures of invoices, or the purpose of defrauding the revenue. Kansas News. ST. Louis, Sept. 10.-We have Kansas advices that state that the Constitutional Convention has organ ized, with John Calhoun as President. Calhoun, on taking the Chair, spoke in favor of submitting the Constitution to the people. Five hundred troops had left Leavenworth for New Mexico. The St. Joseph Journal gives an account of a battle between Col. Sumner's command and a band of In dians on the Arkansas river, about the middle of August. Sumner's loss was four killed. The loss of the Indians was twenty killed and twenty wounded. Overland Pacific Mail. WASHIuO TON, Sept. 16.-The Overland Mail con tract has been signed by John Butterfield, Wm. Dins more and Winm. G. Fargo and others, and by Assistant Postmaster-General Dundas in behalf of the Govern ment. The price paid is $600,000 per annum, com mencing on the 15th of September, 185t . BOSTON, September 16.-Wm. C. Godfrey was arrested to-day for stealing a gold watch. He is also charged with bigamy, in marrying five women-the last one to-day. He was connected with Dr. Kane's expedition and has published a book concerning it. Washington News. WASmnHITOo, Sept. 16.-A letter from Commander Foote, of the sloop-of-war Portsmouth, dated Siam, June 16th, says that the treaties between Siam and England, France and the United States, are rapidly developing the resources of Siam. Several vessels are now loading with sugar for the United States. Wm. R. Calhoun, of South Carolina, is appointed Secretary of Legation at Paris. A CUIlous CASE OF TIDM IN THE LAPrsiN OF A LEGACY.-Mr. McLoskey, a gentleman worth some $150,000, dying in Paris, left $6,000 to a niece in Dubuque, Iowa. The niece or legatee died on the same day as the testator. If the hour of her death preceded his, the legacy lapsed; if it succeeded his, the legacy is vested in her. The time of their de cease was so nearly identical that it is supposed it will have to be determined by the difference between solar and true time, the legacy thereby depending upon a question of longitude. THE LIVInosTo N RarTIoATION MhEETIeN.--Hon. L. J. Sigur requests us to announce that he will ad dress the people at the ratification meeting to be held at Harrey's school house, Livingston parish, on Sat urday next, the 19th inst., in opposition to the rati fication of Hon. T. G. Davidson. This is bearding the lion in his den, and if we are not greatly in error as to the feelings of the Demo tracy of Livingston, Mr. Sigur will find few sympa thizers there and then. Col. Davidson or some of tdis sopporters will, of course, accommodate him with a discussion. [Baton Rouge Advocate, 15th inst. Such lions as T. C. Davidson are easily bearded by such men as Sigur. There is nothing lion-like about the former--except to stretch the truth a long ways the skin, and that Sigur will strip off completely the first opportunity. What sort of an exhibition will tartle the public gaze, after the bogus lion is skinned and exposed, we are utterly unable to imagine. We hope some friend in Livingston will send us a brief, yet lucid account of the discussion.
