Franklin says, "If who goes a borrowing goes a sorrowing." We have practised the opposite course till every boy in a farm house is bewildered with the rich and magnificent ideas he gets of city life and wealth ; and thousands leave a sure subsistence for s butterfly show or a few years, and a dependent existence after wards. We wish o turn back this tide of emigra tion : it shouli he from the city to the country, for the merchants are tooemany and the producers are too few. Mr. Li.iington said that, so far as his customers were concerned, they were in favor of the adoption of, a goir mouths credit. Mr. Charles S. ittle was opposed to the resolution, andr'hopd that ometUgn better wo hld be substituted. Mhr..ay olered the oowing as a o u sttnitue for Mr. Yea B eren's amendment: Wereaos, A large part of the, present financial difficultties is attributable to the lax system of credits, and, as the rapid enslonof railroads and expresses throughout the United Stateshasmuch lfcilitated the tdellvery of g.od to' the country merchant, thereby rendering ee neassary the long credit that have hlthertb'existed, although, owing to the large extento of Our, countir, some portione still requlre longer [. readt than oneo ti ; ad rwhoesirias, the presentloose I system of open acconts is often disadvantgeous to both buyer and seller, and it is desrable to adopt some plan by which the time, place and mode of pay. ment should be settled. aTherefore- Reod, That it habe recommended to the hard ware merohants to contract their line of credits, re ducing these pr.f the country which have been buying from .in twelve month , to six or eight, and those arcllng at six toftour months, for notes payamhe aet tth exchange on New York. Resolved, t we recommend the cash discoont to be one pe nt. per month for the unexpired time ; and that t olatom of considering thirty days as casth be abllgated for the future. Ho thou~ght that this resoIutbn would meet the views of the trod.o : Mr. Livingston offered the following as a substitute for the firt resolution presented in the report of theo oommit ee: Res.lvee, That the credits given by the hardware trade have been too long, considering the credits we obtain; that this disproportion has been one of the embarrassments the ttade now labors under, and that asa safeguard against future difficulties, we now ren commend a standard of four months for notes paya ble at bank, withebarrent rited of exchange payable in NewYork. Mr. Quincysaid that they wanted a resolution to the following effect : That we want the hardware credit to be four months, instead of six, as heretofore. Mr. Macarthy believed that the adoption of the four months credit system would have the effect of drivin the retailer to the manufacturer, and or thus deriving the dealer of his custom. Mr. Qichard trusted that the resolution woald be adutsed as presented by the committee, as it was evident thatl was designead to minet the yews of the trade throdg~bt the country, and iight therefore be regarded as a compromise between those who were in the habit of giving eightmonthe credit and those who allowed but four. i nconclusion, he read a letter from a cndtomer in Canada, who said that if the four months system were adopted, the hardware trade of Canada would agree to it. Mr. Samunel Colter was opposed to the resoluntion, hut in favor of allowing the buyer one per cent, on his bill for lee than six months time. The resolution was now, put to the vote, and as these was a tie, ten voting in the affitrmative and ten in the negative, the President gave the casting vote in favor of Mr. Livingetnoa' resolution, recommending four months instead of six. The following was added, and was also adopted : Resolvedl, That this change of credits shall take place on or aftdr January 1,1858. Mr. Broff moved that the preamble be not printed with the resolutions, and that the resolutions be pub lished exclusively. Mr. Quincy opposed the adoption of the preamble on the ground that it contained unjust reflections upon the banks and the press as being the partial causes of the present crisis. Mr. Colter also opposed its adoption, or that por tion of it which referred to the baeks, the press and extravagance in living. The motion of.Mr.Bruffwas put and rejected, the preamble being left unaltered. The meetiog then adjourned sine die.
