The report was not read, bdt I suppose the ground o opposition to the proposed loan or abstraction from the Swamp Land Fund is, that such use of the funds of that department cannot be legitimately made al.er theat of ongfes graaig the swamp lands to the State, and the article of the Constitution re qutirlag that the menas acerelog from this aarce shall be used only for draining nad reclaiming swamp and overflowed lands. The report of the Judiciary Committee, however, is not a sure guaranty of the defeat of the bill; for, in the estimation of many members, this diversion of a part of the swamp land funds, for the return of which the faith of the State would stand pledged, would not, looking to the ultimate results, he an improper use of them, but altogether proper and eminently wise, as they would thereby be withdrawn from the immediate control of the Swamp Land Commissioners and of those who are ever on the alert to appropriate to themselves all the advantages that mey be derived from the disposal of this fund. There are those who believe that the granting to the State of the whole of the annual proceeds of the alea of the swamp lands on loan, to enable her to pay her debts, the State to pay an annual interest on each loans, that interest to be used In the drainage and reclamation of lands as required by the Constitu tion, would be the very best disposition of this fund that could possibly be made of it. In the course of ten or fifteen years the annual interest, at six per I cent., upon the fond that would by that time have accamulated, would, we might reasonealy calculate, be two or three hundred thousand dollars. So large an amount, or if it were not above one hundred thousand dollars, annually and judiciously appro priated to the reclamation of swamp lands, would result in thle ultimate reclamation of all the swamp lands of the State, while the principal fund would remain untouched in the bands of the State, and capable of working out other great results in the distant future. I respectfully ask the consideration of our legislators to this view of the subject. While on this subject of swamp lands, the moot inleresting, probably, in its various phaoes, that will come before the present Legislature, I will remark that the bill Introduc"d in the House by Mr. IIynes, of Madison, granting the swamp lands to the parishes within which they lie, is eliciting much consideration and has many supporters. This support is given it by those who are anxious to break up the present system, which they believe unjust to umny parts of the State, and, generally, iniquitous and corrupt. If the bill provided for the appropriation to the respect ire parishes of the proceeds of the sale, of lands within those parishes, to be used only for the redla mation of lands, the measure would. if passed into a law, be productive of equally good results, while many inconveniences, such as the haviong of a laud ofoie in each parish, would be obviated. And. germain to this same eiject of swamp latds, Mr. Pealce, of the Senate, this moroing introduced a bill to transfer annually to the IRoad and Levee Fund nive per cent. of the proceeds of ,ules of the swamp lands. This would add some twenty or thirty thou, and dollars perannumt to a food that at pureont rarely goes beyond ten thousand dollars.
