Avery remarkable coorreepndencesrppeare in mo of our city journals this morning, being a e1tsrf inquiry from the President of theMechanta Bank to the President of the Boardof Currency, regarding mint oertificates; whether they would be considered as so much coin in the aete of any bank holding them. According to the law of 1839, which his. .en alluded to in a letter from the President of tihe b d of Currency to the Chairman of the Committee of the Legislature, we find the following : "That it shall be the duty of the banks of New Orleans to set tie and pay the balances due by them to each other every Monday morning in gold or silver, and they shall also publish the groes amount of theirbiroula tion, deposits and amount of specie in their vaults." We have not space to go into an extended analy ais of the Bank actof 1842, but the chief purport of the correspondence before u appears to be an eluaci dation of the Branch Mint certificates-whether they will be considered as coin. We do not coinokde in the conclusions the Presldentofthe Boardbhaarived at, because a mint certificate under the manychanges and almost daily construction of the law by the chief of the Treasury Department at Washington Cty, or the Director of the Mint, may be one thing to.dayand another thing tomorrow-moreover, the President of the Board says, he thinks it will be perfectly saf to allow mint certificates to the extent of $2,000,000. If they are deemed worthy to berecognised as oot in one amount, why not in any amount ? This ~i a question of our own. There are no limits attahed to the amount of gold a bank may hold, but the rep resentative of coin is to be restricted. Then, again, are Branch Mint certificates for silver coin and bul lion to be recognized as coming within the views of the Board of Currency. The law of 1839 says gold and silver. The act of 1842 says specie. The ques tion is, if Mint certificates are to be regarded as coin, will they cover gold and silver, even to the prescribed amount of $2,000,000, as suggested in the correspond ence as regards gold dust comingfrom CallfomrnllIt must not be overlooked that the Mint at San Fran cisco furnishes a large amount of coin in place of dust as heretofore. If our Board of Currency recog nize certificates for gold as coin, we desire that cer tificates of silver should enjoy the same conditions as by the act of 1839. On this question we might ex tend our remarks; but will merely say, we are fully alive to the promoting of business, and encouraging coin to come to as from all parts of the world. We would look favorably on the proposition, if it would not lead the way to deviation from the intent of the Bank Act. If Branch Mint certificates are to be re cognized for one amount, they can be recognized to ten or twenty millions of dollars, as well as bills of lading for coin. The Court of Claims at Washington has a most im portant case before it at this time, in which one of our patriarchical bankers and fellow-citizens is in terested to the amount of two millions of dollars. The money article of the New York Courier of the 28th ult. says : The Court of Claims at Washington has before it a case in which the Mechanics' Bank of New York is a claimant : Richard Irvine, Trustee of the Mechanicsa' Bank, New York, a.g the United States. This claim originated in the loan of $25,000,000 made by the Government in 1814. The petitioner claims that the Mechanics' Bank took a portion of the loan, under an agreement that If any part of it was afterwards made at a rate more favorable to the lender, the bank should secure additional stock to the amount of the difference between the rate at which ittook the stock and the rate of any subsequent loan. The amount claimed under this agreement is $48,062 50, with in terest from the 10th day of July, 1814. Mr. Thomp son of Indiana, opened the argument for the claim ant; and, without concluding, the Court adjourned. The NewYork Mercantile Advertiser of June, 1814, says: "It gives us pleasure to be able to state, and we do it on authority not to be questioned, that Mr. Jacob Barker, of this city, has punctually paid the first installment of 25 ~et. on his ubscription of five millions to the last loan, and that be has half a mil lion of dollars in readiness to pay on account of the next installmhent, which, by the rule established, the Governmont cannot receive till next month. If Mr. Irvine, of New York, who is one of the oldest and most solid merchants in that city, and the Mechanics' Bank, with our citizen, Mr. Barker, obtain an award in their favor, we do not perceive how the Govern. ment can pay them unless in stock, which will, no doubt, Fe satisfactory." Part of the money arising from that loan was used in the defense of this city in the campaign of 1814-'15. The following is an extract from W. P. Wright & Co.'s circular, forwarded by the last steamer of the 25th ult. for Liverpool : The cotton market in this city, during the past week, has sddenly shown symptoms of animation and vigor, for which it has for many weeks been la gnshing. Buyers have been waiting for a decline, which they considered ought to he brought about by the more general certainty, lately entertained, that the crop would be large, by heavy receipts at the ports, heavy stocks, unlvorable accounts from Liver pool and Havre, and all the acceasorieswhieh Ueually precede such an eventt but they have waited in vain, and gaining courage from the tenor of the annual circulars from Liverpool and London, they resolved to wait no longer, alcknowledng by their action the power of money in the Soauth to be suffciently strong to determine the price of this all-important staple. Nor is it to the United States alone that this great power is directed; it is claimed by its advocates that Great Britain must yield her hitherto acknowledged supremacyin dictating the value of cotton throughth action of her manufactrers of Manchester. Wether this power shall succeed or not moat ultimately he decided by the unerring law of sapply.and demand, but that it cannot be without infiuence, while the stock in Europe is so limited and oonsmeption so great, must be conceded. There appears to have been an ImpOlse given to the power ol noaumption in other countries than Great Britain, judging from the quantity already exported and taken by our own manufacturers, as well as from the demand which ntill exists in all the markets of the South. The cream of the crop has been secured for France, the Continent, and our own mills. Great Britain mast receive a far slarger proportion of low quality, of whih moch wil be san y andtrashy.
