CSrnni Omen, lno. 70Camptera., S riday kneasea, MIe v', 1869. $ It would be a herculean, and in many respects a bootles task, to keep pace with the voluminous dis patches which are coming over the telegraph almost every hour between the rising and setting of the sun, and we may go a little further, extend the time, and say between the setting of the asn and rise thereof. If the members of our mercantile community intend to give credence to the thousand and one reports which will be received during the tumultuous condi tion of affairs in Europe, they may expect to be in a state of agitation for months to come. It is well known that war exists in Southern Europe, and we may expect for weeks to come, perhaps months, French versions, Austrian versions, English versions, Russian views, Sardinian expressions, Italian wishes, with possibly something of more or less import from the Sultan of Turkey. With all these manifold ac counts and views, there is nothing whatever to cause or create any change in the financial and monetary course of our community. We have some citizens who are overstocked with timidity as well as being possessors of some idle capital,and who express more sensitiveness than the position of affairs warrant. If they will, after reading the flaming telegraphic dis patches, just coolly add them up, then divide them by the figure two, take the result of the division and credit half of that, they will unburden themselves of an immensity of flgiting, and relieve their minds of a great deal of anxiety. It is really ludicrous to ob serve the excited state of many of our cool, reflecting and supposed sauacious citizens. It is hoped as the warm weather has already advanced, they will pre serve the calmness and imperturbability which has for years characterized the residents of the Crescent City. There were negotiations of spring paper (next spring) to-day at the rate of 8@8} oct., and some very choice names were placed at 7T ?ct. The calls on the banks for discounts did not exceed the income. They were about even. There were the usual tonso rial operations among the second and third-class dealers, ruling from 10f@12 up to 15@18 1 annum But the large discount brokers have very moderate sums of paper to offer their principals. There are very few mortgage securities offering, and a very limited inquiry for loans, either short or long. Our insurance companies can take freely of mortgage pa per at something less than the regular rate of our old banks. The old banks, which are privileged to exact 9 pct. on discounts and loans over 120 days, have as much offered as they desire. The inundation of many fine river plantations has had very little in fluence, as the front proprietors are generally out of debt, though they who have suffered for two years in succession, may be in a different position. There was very little offered to-day for remark on exchange. The market all round, both inland and foreign, was softer than yesterday. The counter rate for checks was steady at j premium. Outside there were sales at I@j prem., and the best of double Al drafts were to be had at J. Sixty days sight was in better favor than on any day of the week. There were several sales, though not large in amount, at 1, j1@14 dis., the extreme range being from I@1l dis. Sterling fell off. We quote clear bills at 1101, 110j@1101. Document bills, we did not learn of a sale. Telegraph advices from New York yesterday quote Sterling as being under full supply and rates heavy. Francs are very quiet. We have not heard of a sale, nor did we meet with any one who could inform us what they are worth, but we will venture to quote them from 5.121@5.10 up to 5.06j@5.034. In bank shares and bonds the market has ruled in active for the week. There have been some few sales of bank shares at prices ranging from three, four and five dollars to ten dollars '9 share below the rates ex isting ten days since. There are offers made for favorite stocks from fifteen to twenty dollars below the range of sales fifteen days since. There are more buyers than sellers at the contended reduction. Mis cellaneous shares and stocks are well sustained. For instance, there have been transactions in Gas Light Company at 152@153. Levee Steam Cotton Press at 100@101. In the present great disparity of views between sellers and would-be buyers of bank shares, we omit our usual quotations, with the remark there is no inclination on the part of strong holders to part with their shares unless at the highest rates which have prevailed during the past two months. There has also bees a sale of Citizens' Bank, 50 shares on P.T. There has been a fair business done in uncorrent money during the week, fully on an average with former years. The issues of all distant banks are taken freely by the brokers. There has been an im provement in the notes of South Carolina, Georgia, Kentucky and Tennessee. There have been no re ceipts of coin this week. The semi-monthly arrival from Brazos will be due about Tuesday next. In French coin there has been an imlprovement. The quantity offering, however, has been very small. Sovereigns have advanced. All distant bank notes, all foreign coins are purchased on the most favorable terms by our brokers. Letters of credit negotiable and available in all parts of the.world can be obtained through our banks,our large dealers in exchange and through the agents of the most eminent bankers, Messrs. Brown & Co. and Rothschild. There is very little doing in American silver coin. The partial suspension of coining at the Mint, caused by the lessening supply of foreign coin being tender ed, checks the free quantity heretoaore offered. At the same time, half dollars will only pass in small sums, and are not available for payments into bank nor into the government colers. Land warrants are almost nominal. The season of the year is passed for the entering of lands. In Tobacco, Sugar and Mo lasses, a moderate business has been done. Freighte have been dull, without any material alteration inthe rates. Advices fromEorope have been received duringthe week by the steamers Borussia, NovaScotian, Arago, Vigo and Canada, the last bringing Liverpool dates to the 7th inst. They report the Cotton and Money markets greatly affected by the condition of political affairs on the Continent, a further decline of 4@1d. having token place in the former during the week, the sales amounting to about 29,000 bales, including 1200 for speculation and 200 for Export. Quotations were nominal at 7jd. for Fair Orleans and 6Od. for Middling Orleans. The stock on hand was stated at 403,000 bales, including 314,000 American. Corroo.... The market has worn an extremely dull and unsettled appearance during the past week, under the influence of still more unfavorable accounts from Europe, with considerably lower offiers on the part of several buyers; most of the holders have withdrawn their stocks from the market. The sales of the week have reached barely 11,200 bales, compri sing 1,700 on Saturday, none on Monday, 1500 on Tuesday, 3000 on Wednesday, 1,500 on Thursday, and 3500 yesterday. The telegraph announces the Upper Mielsailppi still rising, and that the great rise in theMissouri continues. The Little Rock (Ark.) Democrat of the 14th inst. says : The river, after, after rising several feet in the earlier portion of the week, is again falling very fast, with about ten feet water in the channel. The weather during the past few days has been clear and excessively warm, but at this writing Is somewhat cloudy. The following we clip from the Shreveport Gazette of the 14th: Rs RvsR-o.-On Monday lost there was a heavy rain, which lasted several hour. The declinein the river was checked, which will keep through naviga. tion open for a month longer. So long as the Missis sippi back water extends to Alexandria, communica Lion with New Orleans will he uninterrupted. The Larkin Edwards and Rescue are plying be tween this place and Jefferson. The last Jefferson Gazette annouonces the arrival of these excellent low water lake packets. The postmaster at Kimishi, on the Gth inst., reports that Red river hbad risen two feet and was still rising. He also reports a rise of one foot in the Kimishi. The steamboats above the raft have not been able to cross the shoals. For many weeks they have been locked up in that myste rious and unnavigable river. The Cumberland was falling at Nashville on the 17th instant, with five feet water on the Harpeth Shoals. The Memphis Enquirer of the 18th lost. says: Business was not quite so brisk yesterday on the levee as it has been for the day or two previous.. The river is still receding; during the twenty-roar boours ending at 6 o'clock last evening, it bhad fallen folly three inches. We anticipate a like declension to-day. News from the upper Mississippi exhibit a heavy rise, but as the Ohio and other large streams that feed the great river are falling, we have hope that this point will not be materially, if at all, affected. The St. Louis Republican of the 16th last. has the following : The river here is still rising, bht came op more slowly yesterday then on Saturday. During Saturday night it rose fourteen inches, and up to dark last evening, the swell in twenty four boours was twenty inches. The whole rise, op to dark, was afew inches over six feet. From Brunswick to Jefferson the river was rising slowly, and below Jefferson it was swelling rapidly. More. m was pouring out a flood, and Osage and Gas conade were very high. At last accounts the Illinois river was rising slowly near the mouth. The weather was warm and pleasant yesterday, and has every appearance of being settled.
