A port able ga-mikhe g apparatus could be taken along to sdpply the ablbn, which could be kept almost con. etantly stan elevation of a thousamd yards, or so, by being securelby a rope, and so moved from place to place asthe army marched, a wide range of country being within reach of the Oronaut'a vision. He could communicate the results of his observations to the oommandet below by means of a light electric telegraph apparatuscommunlcating wltbterrajirma and he could be kept up for days if necessary by sending up silk bags of gas to supply the waste from the balloon. They could be made to travel up the rope as a per " messenger" works it way up the string to a boy's kite, high in the air. But without each contrivance the balloon could be kept up con stantly enough, as it could be immediatly hauled in, to the gas factory, and replenlshed whenever it began to give way. An army carrying along with it asuch a lofty post of observation as this would be saved a vast deal of blood and trouble, which a strong scont ing force otherwise necessary would cost it, while its commander would be kept far better posted by the oneortwo men far up aloft, than by a thousand scouring the ttrrenading country and ruining good horseflesh. Iformation of the enemy's movements would be received far more quickly too, for in the one case only the time ocoupied by a few cllckings of a telegraph battery would beoccupled, while in the other a bqreeman might have to ride several miles. We are of the opinion that ballooning will be found of practical usefulness in war sooner than it will in peace. TEn Topu .BRoPrn aNIA.-A fews days ago a petition was sent to the New York Board of Gover noro by Mr. Eddy of Niblo's theater, asking permis sion to erect a platform, 100 feet high, on Black wellrslsland, iu order to stretch a tighbtrope across the river, to give as exhibition similar to that re cently given by Blondin at Niagara Falls. It was denied. AN ABnorvaL BY WATER FROM THa KA.SAS GOLD MIons.-The St. Joseph Journal of the 20th has the following : Yesterday we had a conversation with Mr. J. A. Carpenter, of Detrolt, Michigan, who has just re turned from the Gregory Diggings, in the newly die covered Pike's Peak gold regions. Mr. Carpenter states thatbe and several others left Michigan for the mines on the 16th of March last, and went by the way of the Kansas City route. On arriving at the mins they prspected through the mountains and in the lGregor} Diggings for Bveor aix weeks, and being unable to make wages, the entire company have re turned to the States. They thoroughly tested three different selims in the Gregory Diggings, and the highest amount made by one man in a day was $3 50. Some of the members of the company were Germans. who are provetbial- for their industry, and who worked with a will bordering on desperation, and yet all to no avail, The gold was not therein sufficient quantities to pay. Mr. C. estimates the number of men in the mines, when he left, at from ten to fifteen thousand. Pro. visions were still scarce and high. Bacon was selling readily at from 40 to 50 cents per pound; flour at $15 and $20 per hundred at Denver Oily, and $25 in the mountains. Our Informant left the mountains on the 21st of June, and Denver City on thebs 6th. At the latter place he and three others fitted p a skiff and came down the Platte river by water. About 250 miles aove Fort Kearney the skiff struck a beaver dam and cap. sized. One man was drowned and the party lost all their clothing and provisions. The carnivore were three days and a hai without anything to eat. The Ptte river was very low, and the skiff had to be dragged aboot ooe-fourth of the way over sand bars, Mr.s. states that in dragging the skiff they would notbe In water over their beoot top, when the net step thayi would he over their heads. After en dergoing all the hsrdhips, sulfbrings and privations that plonee navigatlon is heir to. they succeeded In reaching Plattmooth, on the Mlsslour river, in sIx. teenleyas, and from there they came down on a steamer.
