The Bank Department of New York, which has powars akin to our Board of Currency, has been winding up the old defunct Bank of Albany, which led off in the pile of bricks' order last month in aapeanding payment. The securities were enm prised of New York State Bonds and United Stateo 'overnment Stocks. New York State Stocks sold at 8508$, or 15 Sct. dis.; United States Stocks at P1f31, for 5 ct.-worth a year ago 110@115. There was a little retail business going on to-day in Exchange. Checks on NewYork were selling at par. The State Bank has fortunately reduced its Ialances in New York to about $50,000. As soon - a this sum is drawn for, the old Agamemnon will, it is presumed, close accounts with Black Republi can New York. We did not learn of any sales of out-deor sight. All transactions of this kind (selling drafts on New York and receiving, pay for them) are impliedly aiding and abetting our enemies. Oar anthorities will, no donubt, deal easily with the immedLiate violators of the statutes and rules of -rwar: There will be dividends of our banks add -lther companies, but Northern stockholders can ;Oot receive them, nor can parties or agepts receive d ole dividends erder powers of attorney; in fact, -t true and foull interpretation of the position of S.eire at this time resolves to this point: that no ,.powers of attorney, no delegated authorities, ema nating from citizens of the old defunct States, can ine recognized in our State, and a party who has Sbeen asserting that he can uose the laws of Loui siana for the collection of debts, rents or diridends for the benefit of alien citizens (Northern citizens) will find that he is involving himself in a mesh of "difoaities, out of which may grow charges of mis prisionof treason. Tenants owing for rents can pay the same into the Treasury of the Confederated States. Citizens of the old defunct States who are now in our city cannot bring suits; though they gay they are residents, they have no; voted nor resided here for years and years past. Siome of them removed with their families from here a score Sof years since. There are other pseudo citizens, Swhich may be styled the "milk-and-water class,' * who cannot avail themselves of the laws of I.oni oana to coerce debts. We take the following communication. from the iLondon Economist. of the 13th A.ril: INDIAN VERSOU AMERICAN COTTON. To the ailtor of he Economist 8ta-The City article of yesterday's Times con tained a letter on the probable supply of cotton for the epsning year, whloh intimated an impression on the part of the writer that some unaccountable prejudice existed in the minds of Lancashire manu .tacaurers against the use of East Indian, or, as it is .usallytermed,Surat cotton, of which, itis alleged, 'bat forthis prejudice, almost any amount could be 'mnpplled. it Is impossible, says the writer, to ascertain what are the real objections on the part of otIuglih manufacturers to Surats. I. " it is anot only not impossible, but it is very easy. Xny Lancashire spinner or manufacturer could at once give the required information; and we need se.coely obserhe that to charge men of business ke nglish manfacturers with a "prejudice" alnt any article-which is cheap to buy and pro oi l use, is simply childish. The objections to .eaKtj 'tn (as scotmpared with Orlhana or Amer 'sadaesorlptions) are intelligent enough. 1. In the first pace, it yields more " waste," to aoeatechnically; ie., It loses more in the process 12 e@lnng. This arises partly from the fact that 4t'l'atnhally thhugh not always, more full of dust "ed dirt, whloth has to be winnowed out; partly Sbfrom:te0 fao.thatthis dirt is commonly of a heavier "esrtthqsthat of the Orleans cotton; and partly ont the fact that most of the cotton is of so shabort at bre that it files away in the process of cleaning. The result is, that whereas 10 Ibs. of Orleans raw aotton will yield perhaps i net, 10 bs. of Surat will onl yeld b s. or 7}L. .. The surat cotton when cleaned, though of a richer color than the bulk of the American; is ..ways mugh shorter in "staple" or fibre; the nretolt o1 wicoh is, that in order to make it into .eaally strong yarn, it requires ;o be harder t•.M yted-a the one quality requires twelve turns einch; whtle the other needs only eight turns. .aeOQsaequence is (the technical reason it is use 'leOto.e pialn) that the same machinery will give oat ( 0 to 20 ct. more of American yar than P. The 'rak-people most prefer the better, or i " marloan tlopity. The yarn produced from it "jpins better," aid the spinner, consequently, can turn out more of it it tbreaks less, and, conse qaently, the weaver can weave it with less inter 'drpPtlon. The work-people can earn better wages, t when usnlog the higher quality of cotton, sa. , coure, have a sto g" prejudice" in its 'facer. 4. Theclotb made from Snrat cotton, though of 0p eanebaeat color, does not take the "finish" so Well, and inapt after once washing to look poor and tWin. The reason is, that the fibre of the Surat .'notton is at once drier and less silky than the ".&merleen, and does not absorb the bleaching mat. e so thoroughly, and, being shorter and letoss Snaolousa,3s more easily washed out. l.'I short, in all respects, except color, the Indian Scotton is an inferisr artcle, and as such can only @aispureac ers at such a relatively lower price as Will compensate for the various disadvantages of mulng it.
