THE ROUSSEAU-GRINNELL CASE. Mr. Spalding, from the special committee upo: the alleged violation of the principles of th, House by Mr. Rousseau, in committing an assaul upon Mr. Grinnell, presented a report, accompa nled by the testimony. The report closes b recommending the adoption of the following rese lotions : Resolved, That the Hon. Lovell H. Rousseau. Representative from the State of Kentucky. bi) committing an assault on the person of the Hon J. B. Grinnell, a Representative of the State o Iowa, for words spoken in debate, has justtl for feited his privileges as a member of the House and is hereby expelled. Resolved, That the personal reflections made bh Mr. Grinnell, Representative of the State of Iowa in presence of the House, upon the character o Mr.. ousseau, a Representative from Kentucky were in violation of the rules and regulations o debate, and the privileges of its members foundet thereon, and merit the disapproval of the House. Resolced, That Charles D. Pennybaker, of Ken tucky, L. B. Singsby, of Kentucky, and John 1t McGrew, of Ohio, by their presence and partici nation in a premeditated assault between the Hon Mr. Rousseau, of Kentucky, and the Hen. Mr Grinnell, of Iowa, on account of words spoken it debate, in which the persons and lives of membern of this House were imperilled, were guilty of f violation of its privileges, and they are herehi ordered to be brought to the bar of this House Ct answer for their contempt of its privileges. The majority report is signed by Messrs. Spald ing, Banks and Thayer. Mr. Raymond presented the minority report signed by himself and Mr. Hogan. and recomt mending the adoption of the following resolution Resolved, That the Hon. Lovell H. Rousseau bh summoned to the bar of the House, and be thert publicly reprimanded by the Speaker for violatioE of the rights and privileges of the House, of whici he was guilty, in the personal assault committe( by him upon the Hon. J. B.' Grinnell, for wo di spoken in debate. The reports and testimony were laid on thf table and ordered to be printed. THE TARIFF BILL. The House then went into committee, and re snmed consideration of the tariff bill; the first question being on the paragraph taxing ore fifteen per cent. ad valorem. Considerable debate ensued on coffees. A pro posed amendment of the specific duty, from six to three cents per pound was rejected. Zinc in blocks is left at two and a half cents per pound.. Mr. Thomas moved that the duty on cannel or bituminous coal, mined within thirty degrees of longitude east of Washington, should be fifty cents instead of $1 50 per ton. nLnrEF OF MRS. SANDERSON. Mr. Rousseau reported a bill to pay $10,000 to Ellen Sanderson, the widow of Col. John P. San derson, late provost marshal general of Missouri, in full for special labor and services in detecting and exposing an organized conspiracy in the loyal States. Mr. Johnson protested against taking advantage of the courtesy of the House, to have a report of a partisan character read. Whatever Col. Sander son might have been in Missouri, he was a man of bad character in Pennsylvania. The records at Harrisburg prove him to have been guilty of fraud and corruption in 1855. Mr. Rousseau said he did not suppose the gentle man would claim affinity with that organization. Mr. Johnsonsaid it was flying at the Democratic party. Mr. Stevens moved to lay the bill on the table. Negatived. Yeas, 58 nays, 74. he bill was rejected. Yeas, 57; nays, G9. TAX ON POSTOFFIOE CLERKS. lMr. Kelly asted leave to offer the followingreso lotion: Resoloed, That the postmaster general be re quested to inform the House by virtne of iwhat order or provision of law the postmaster at Phila. delphia has assessed upon each of his employes a tax equal to one and a half per cent. on the annual salary of each .of said employes, and in proceed ing to collect the same. Mr. Hoss objected. ADMISSION OF CANAD.. Mr. Banks introduced a bill establishing condi tions for the admission of the States of Nova Sco. tia, Canada East and Canada West, and for the or ganization of a territorial government. The bill wasread twice and referred to the committee on foreign affairs. The first section provides that whenever notice shall be deposited in the department of state that the government of Great Britain and of the prov inces have accepted the propositions made in the second section, the President of the United States shall publish, by proclamation, that the States of NovaScBotia, New Brunswick, Canada East, Cana da West, and the territories of Selkirk, Saskatche wan, and Columbia, are constituted and admitted as States and territories of the United States. Among the propositions is one that tlie United States will assume the provincial debt, at not ex ceeding five per centunm interest, as follows: Canada West, $36,500,000 ; Canada East, $29,000,. 000; Nova Scotia, S8,000,000; New Brunswick, $7,000,000; Newfoundland, $3,200.000; Prince Ed ward's Island, $2.000,000. The United States are also to pay $10,000,000 to the Hudson Bay company. Adjourned. Correepondence of the Chicsgo Iepublicaa.l THE ROUSSEAU-GRINNELL CASE. WAsHrNGTON, July 2.-The resolution to ex pel Rousseau will probably not be called up before Thursday. The pont in order made by Mr. Wilson of Iowa, that the committee could not report a resolution reflecting upon Grinnell's con duct in the House, may obe sustained by the Speaker. If it is, the House will strike out that part of the majority report, and then, by a two thirds vote, expel Roussaau. The minority report by Messrs. Hogan and Raymond, will be sustained Vy the Democrats ; bat it is very doubtful if any nion man except Raymond will approve it. THE TARIFF. Owing to many interruptions, the House made very litle progress with the tariff to-day, the coal Gqestion being reached. Ex-Governor Thomas of aryland made an eloquent appeal for protection against Canadian imports via water, to destroy our coast shipping. It will be a source of much disctpla and interest to-morrow. SBNATOR LANE'S SUICIDE. The universal opinion in Congreoa is, that Sena or Lane's suicide was caused by his mortification and humiliation in going home and finding that those who once treated him as an emperor turned their backs upon him and denied any fellowship with him, while Sidney Clark was serenaded, feasted and honored for his radical course and votes. REBUILDIN(O TRa MISSISSIPPI LEVREo. There is little or no probability of Congress at present approprlating $1,500000 to rebuild the levees on the ower Mississippi. There is a large pressure here from the South to secure it. NOBTB CAROLINA. Ex-Governor Holden, who is here looking after his confirmation to a foreign misslon, says that at the rate affairs are now running in North Carolina, no Union man's life will be safe in sixty days.
