The reconstruction committee reported a bill
for the more speedy reorganization of Virginia,
Mississippi and Texas.
During the debate, Butler declared himself in
favor of the bill, but hopeless, however, of its
becoming a law-the resolution to adjourn on
Monday would defeat it. He added that, if the
itepubltcans lost the Southern States, they could
not object to their being counted against them;
and if the Republicans won them, the president tl
bad said their governments were illegal, and their cl
votes could not be counted, and the president it
held the purse, the sword and the Senate, so far b
as heard from. The New York World olaimed It
that, if Congress adjourned, every Southern State c

John Banker, of Illinois. who voted with the Dem
ocrats.

the official bonds of H. I.. Wigand, collector of
ci'y taxes, having withdrawn, the city council,
last night, appointed a committee to receive the
bocks and amoney from him. Wigand, this morn
ing, refused to give them up, claiming that the
council was not a legal body, and h-, hav:ng
been appointed by the military, col!d nit o,ey
their order. Gt;n. Stoneman was appealed to and
issued an order remcving Wigand, and putting i
Ednomnd Winnie in his place. The collector
handed over his books and money with a protitst.

The Haytle Reveolution.
HAVANA, July 23.-Advicesfrom Port an-Prine I
report the schooner Capitolo, sent by Baez to aid
Sabnave, captured. The rebels also captured the
war vessel Sylvan. A rebel schooner conveyed
the English dispatches. Sainave continuesexecu
tions. the rebels attacked Jacmel and were re
pulsed with heavy loss. Pillage, murder and exe
cuiuons without trial occur on both sides.
A revolution has broken out against Baez inlthe
northern province. His fall is regarded certinm.
All prisoners on either side are to be shot here
after.
