continues to excite great interest in Europe, and
although the report of the English commission,
appointed to examine the measure in all its bear.

body that an international congress should meet
to investigate the subject, may bring the matter
to a succesful issue. In connection with this pro
posal we reproduce from the Journal des Debate
the opinion of M. Michel Chevalier, who stands in
France at the head of financial reformers. He
writes :
" The check the project of uniformity has sus
tained in England ahould not cause us to abandon
that project; but it warna us that we must adopt
a more matured plan, one more in acco:d with the
generally received doctrine on moneys, and more
respectful towards the metrical system taken alto.

particular nation; and the basis must be taken
in the metrical system. because that system pos
seses authority, and is a solid stand-poiet. It
will be right also to surround the new coin, as re-.
gards the fabrication and circulation of it, with
such control and protection that the new pieces

any doubt, so that the creditor to whom a pay
ment is made may be certain to receive exactly,
aithont any deduction, the quanity of metal he is

Michel Chevalier shows: 1. t'hat " the first condi
tion of a good monetarysystem Is that the unity shall
be in accord with the unity of weight, weighing
just that unity or one of its multiples, or one of
its aliquot parts." 2. That as the metrical sys
tem seems destined to be adopted everywhere, it
ought to be taken as the basis of an international
money, sunject, however, to the stipulation that
in the unity of that system the gramme would be
too small for gold pieces, coins of 10 grammes
bshould be made, such coins being about once and
a half the size of the existing 20'. piece, and to
have subdivisions of 5 and 2 grammes. 3. As to
the proportion of alloy to pure metal, M. MIiuhel
Chevalier proposes that it shall be one-tenth, be
cause that quantity is sufficient to prevent too
rapid wear, and is in accord with the decimal
system. Having said all this, the geat economist
:emarks that as coins are only ingo~s certitea by
t' e State, the effigy of the sovereign they bear
signifying nothing more, it is necessary for the
credit of the state and the convenience of the
public that they shall always contain the quantity
of metal they are repreaented to consist of; and
that it is desirable in an International system of
moneys that they hball bear the inscription of the
yeight. Next, M. Michel Chevalier proceeds to
notice the objection that will not fail to be raised
to the coin ot ten grammes he proposes, namely.
that it will not currespond with the coins in
use in France, in England, Ruosal and the United
States; and his answer is that any coin that may
be adopted will forcibly differ more o leas from
tihose employed in certain countries, and that be
sides the public, when its tntereet Is at stake,
quickly learns the use of I new coins, weighte
and measures. Finally. M. Michel Che
valier deals with the question of a double
standard of gold and silver, which Is ad
vocated by a number of official people, and
aso by MI. Wolowaki, the clebrated professor of
political economy. iHe condemns it decidedly,
in the name of economic olence, as he has re
peatedly done before, on the ground that it is im
possible to maintain a fixed relative value between
Sgold and silver. IBut, nevertheless. he admits
that if private persons should deaire to stipulate
to psy their debts in silver instead of gold, there
is no reason why they should be prevented from
so doing, any more than there is for prohibiting
paymente in grain in place of in gold or silver.

FLor--The market was dull and depressed.
Arrivals to-day have increeaed the supply of all
grades and given a further declining tendency
to prices which, in the abence of any extensive
operations, are still irregular and unsettled. Sales
to-day embrace 1200 bbls., of which 60 were fiue
at $6 25; 100 and 150 superline at $d 60; 100 do. at
$6 75; 178 on Its merits at $6 621; 100 double ex
tra at 16 75; 50 do. at $7; 160 treble extra at $7;
150 choice at $9: 76 do. at $10, and 100 do. at
11 40. We now quote nuperfine $4 60@6 7.5;
double extra $6 7507; treble extra $7(7 50, and
choice Floor Vc$l10 bbl.
CouN-There was a noticeable improvement to
day in the offering supply, and operations disclose a
further we aknee in prices. Sale foot up 208' soks,
of which 300 were new green Western, at 90c.;
300 and 200 do. at 95c., 500 new Western at $1, 40
do. in second hand-noeks, at $1, 300 and 100 new
Western at 81 02, 230 new white at 81, 72 new
Louisisna white at $1 02), and 40 sacks mixed at
11 05 W bushel.
OAs--The stock is light but In little demand.
Prices are unchanged; 400 sacks were sold to-day

HAY-The market is dull and prices are lower ;
100 bales fair Ohio river, in lots, were sold at $23,

Poax-No improvement to note in the demand,
which continues to be confined to small jobbing
aend retail lots, with no export demand whatever.
26 and 60 bbls. mee. were sold to-day at $29 25 ;
at retail $29 50 is asked. New mees is offering,
but rates are nominal, though lower than old
stock, which has the preference for quality.
Bacon-Is dull and auiet, and transactions con
fined to retail lots, at 13}@134c. for shoulders, 17
@174c. for clear ribbed sides and 19@19c. for
clear sides. Of shoulders the market is plentifully
supplied, while clear eides are scarce. Segar
cared hams are dull at 16@19c.. es to quality or
brand. Breakfast bacon Is held in a small way
at 193c.
LARD-The market is dull and prices for kegs
have declined in consequence of fuller supplies.
