Stealing was an houn tred custom in ancient Sparta. and New Yurk should at least keep up with ILe past. to say nothing of progress with the age. We have in this a greater variety of thieves tuan elsewhere in the world. Our unn('ipal thieves, otherwise known as "the ring," steal about ten millions a year. That is. we asy taxes to the arount of twenty-four mi; lions, and of which sum the entire expense of our city cannot reach twi,-thirde. The question proposed by each man to himsaelf ot entering office is this, " How much can I steal ? " and when the term closes it brings many a regret that he had not stolen more. Stealing in this line is of a vastly d terent character trum the common lay. The thief is, so to speak, a gentleman. He wears fine clothes, drinks the best of liquors, and smlokes divinely. lie is far removed from the coarse brute who uses the slungshot at midnight to get amere watch or wallet. le pockets $Si) to $5(1( at a lift, without soiling his fingers. No body arrests him. lie stands in n terror of in dictment. He Is in co danger of getting into the Tooobe (as lon as he is an alderman), except when he enters for curiosity, and then the big rogue, no coubt, contemplates with contempt the army of petty rogues beltre him. Why did the fools not get elected to office before they began to steal ? And then he feels a fresh sense of the immunity wh:ch the ring enjoys. In this ctty of a million inhabitants, we nay estimate every man to be a thief. One may berm with the thieves of the banks and railroads. This fact belong well understood. It is a ruole among these dealers to make examples of all who are detected in this crime. in the wholesale trade there is a proportionate degree of theft, the amiunt being less because the opportueltles are dimtnisbed.
