The time is approaching for the third an
nmal exhibition of the Louisiana Mechanics
and Agricultural Fair Association, and we
hope our citizens will respond actively and
earnestly to the energetic efforts of the direc
tors to make the enterprise a success worthy
of the prospective greatness of the commer
cial capital of the touthwest. The existence
of this institution ought to be regarded as one
of the most encouraging symptoms of that
re' ival of the industrial spirit to which Louis
ians owes such of her prosperity as she has
rzained, and to which she will owe the I
edy development of her inestimable agri
ltural, commercial and manufacturing re
lureeg . Indeed, the beneficial results of the
iJt exhibition of the association were appre
ofable to an extent that constituted a con- 1
4lcuous commentary on the benefits to be
derived from this form of eliciting competi
lton of that kind which organizes and at the
slme time stimulates industry. The theory
which fairs of this kind are founded is en
ly accordant with the truths of political
nomy, and the success which has attended
tism in all communities characterized by a
rogressive spirit, and an intelligent apprecia
on of the value of new and improved
ethods, proves their practical utility. There
i no part of the country that stands more in

We were gratified to receive yesterday a
visit from Mr. Sitter, of Dubuque, a large a
grain merchant. lie is in the city to make B
arrangements for the shipment here of a large
amount of grain, from Iowa, to be sent P
hence to Europe. The elevator here is now in
working order and ready for any grain that P
may arrive. Mr. Sitter proposes to try the b
experiment of grain shipments to Europe via
New Orleans on alarge scale, as about 300,000 s
bushels are to be sent. We were glad to learn a
from this gentleman that he proposes, ere
long, to make New Orleans permanently his t
home. Men like him we want here. Our cit. n
izens will always extend to them a hearty wel- n
come. Mr. Sitter left yesterday evening to 0
complete his arrangements at the North for n
the shipment of his grain. ti
Our friends in Mobile will find none of
their visitors more estimable than W. M. n
Conner, Esq., of Memphis. Tenn., nor can o
any portion of the United States furnish a j
more experienced or more honorable turf
man. Mr. Conner, true to his passion for the o
race course, has left his cotton business in
'rennessee to follow the fortunes of his friends i
from that State whose stables are entered for a
the various winter meetings in the South. I
He is also the correspondent, from this part I
of the country, of the Spirit of the Times : ti
and not only in that capacity, but as a gentle- p
man and an intelligent turfman we commend
him heartily to our brethren of the press at tl

DEATn (F '. B. A(;.i~E5i.l.--The painfel
intelligence of the death of this distinguished
and excellent man reached us yesterday. Mr. n
Garesche was born in Delaware, but in 1lt3 f
nettled himself in Missouri, where he attained
high honor and respectability. In 1855 he
was appointed public administrator in the
ty of Sit. LonIb, an onee which he held
until the breaking out of the war in 18,1,
when, feeling that with his ideas of Stat t
sovereignty, with his sympathies for the
Bouthern people, he could not conscientiously lo
take the required oath of loyalty, he resigned
the office and joined his aid to the Confeder
ate cause, taking char;ge of the powder works
of the South, a pIosition he filled until the
close of the '.ar. Mr. Garesche died in St.
Louis, recently, lamented by all who knew
him. The editor of the C<RE.sIENT knew him
well and intimately, and pays this feeble
tribute to hiis memory.

In this morning's Cnac-rr we publish the
report of the masters in chancery, appointed
by the United States court to examin,
And report on the affairs of the road with ref
erence to the suit brought against the com
pany by Mr. D. D. Withers. We would di
rect the special attention of our readers to
this extremely important and interesting doc
uznent. In what manner it may influence the
decision of the court in the pending suit, of
course we cannot say, but it is clear that its
influence on public opinion must be such as
to confirm confidence in the existing adminis
tration of the affairs of the company. We
have not space this morning to enter on an
analysis of the report-indeed, in spite of its
length, it could scarcely be successfully con
densed within less than the space which its
authors have occupied. We would, however,
direct attention to one error, attributable into I
which the report falls and which is liable to
mislead the reader, as it appears to have i
misled the counsel for Mr. Withers in the I
closing argument of the cause. We adverted I
to this error yesterday, because we had repro.
duced it in our brief statement of the argu- I
ment. The following note from Mr. Charles,
the secretary of the company, places the mat- 1
ter in a clear light :

By reference to schedule A of the report, it will
be seen that this $3J69,766 41 was the amount of i'
the iodebtedness of the company on the 23th of a
February, 1s60, and not 1166 ; and that toe in
crease of the indebtedness (as compared with
that of li68) was in eight years and not in two,
years. Ihbis increase $1.332 977 70 was composed.
for the most part, (over $1,100,000) of overdue
coupons of our first mortgage bonds, maturing
from 161 to 1s66, which we are funding in our
second mortgage bonds.

It appears from the above that the in debt
edness of the company, stated to be $4~6i;,
766 41 on the 28th of February, 1866, really
amounted to that sum on the 29th of Febru
ary, 1860, and that the increase of $1,232,- 8
977 70 reported up to date, is, as Mr. Charles t
very accurately remarks, the increase of eight r
years, and not the increase of two years. The
debt on the 28th of February, 1868, was really D
more than a million dollars in excess of the
figure at which it is, by error, placed in the o
report. We shall have more to say hereafter
in reference to the affairs of this popular and
deserving corporation. h'
NEW ORLEANS AND CANALS.
To say, as is truthfully to be said, that the
commercial destiny of New Orleans is identi
fied with its future history as a seaport, is to
indicate as one of the indispensable condi- L
tions of its ultimate prosperity and grandeur
as the Southwestern metropolis, the adoption
of some effectual plan for removing or obviat
ing those causes which have so long obstruct
ed its communication with the deep sea. We
think it may be assumed without fear of contra.
diction that any such plan, to be successful,
must embrace, as an essential, and indeed as
its chief element, the construction of canals
leading from the Mississippi to the sea road,
and giving ingress and egress for merchant
shipping by a shorter, easier, cheaper and
safer route than that which has hitherto been as
used. We do not purpose to argue this general 0]
proposition. We are satisfied that every re
flecting mind earnestly solicitous of a pros.
porous future for the city, is not only prepared
to assent to it, but eager to act upon it. And
that it may be seasonably acted upon, no time
should be lost in pondering and discuss
ing the relative merits of special projects
all of which look, or profess to look,
to the accomplishment of the des- w
iderated improvement. The thing is, just
now, to make a commencement, to make it at
once : not to stand upon the order of com- A
mencing. This is what demands the atten
tion and the energy of all earnest and working
advocates of the commercial redemption and t
progress of the city; for it looms, at this mo
ment, above all other considerations practical a
or theoretical. And hence it is that the pro- c
ject of the New Orleans anid Ship Island Ca
nal Company would seem to stand before
others, at present, in its appeal to the numter
ous and great interests --interests embrac
ing in their "ramifications the whole trade,
actual end potential, of the Mississippi val
ley- which are to be subserved by the im
i;roved communication between the river and B
tide water, aimed at by the above mentioned a
project. The parties engaged in this enter
prise propose to commence at once, or with CL
the very least delay possible, the construc
tion o1 a ship canal from the deep wa
ter of Mississippi Sound to the Missis
sippi river at a point conveniently -
near the city. The general and distinctive
features of this undertaking will be found
forcibly and lucidly presented in an admira- F
ble essay from the pen of Mr. Durant Da
Pont, contributed to DeBow's Review for
January, and which mwe am endsed ashk
from advance sheets of that periodical. In
this essay, published elsewhere in the Cr.cs
cI:NT, the reader will see, happily combined, a
brief review of the hydrographic and geo
logical conditions of such works as th one
referred to, and a vivid sketch of the rumousa
commercial disadvantages which have ex
isted, and will continue to exist, by reason of
the absence of the better shipping facilties
which it is proposed to supply.
An elsurd attempt has been ma le by per
sons blindly attached to the old fogy system -
of obstruction and stagnation to complicate
the question of commercial canaling with the
question of city drainage. There is not the
least reason for connecting the two questions.
But this, by the way, may be said to relieve so
all possible apprehension as to the effect in
that relation of the New Orleans and Ship
Island canal: if it would not greatly as
sist-which is very probable-it certainly
would not impede the work of draining the tor
city. The same persons try to impress the of
public with the idea that the canal is, in the
nature of things, impracticable. Of course, -
to them everything is impracticable that con
templates taking the commerce of the city
from the old, worn-out uooves where friction
has been coastantly faeressing, and motive
powrer and grease have been constantly de
crealog, and the whole commercial ma
chinery, with its rickety clatter, has given
louder and louder premonitions of a dead
halt in the futare unleis the spirit of en
lightened and progressive enterprise should
take hold with the resolute and invincible
purpose of lem deling It. But to the libteral
mind no necessary and benefs ent reform is
impracticable.
