Conway, Mayor of Ner Oldeus: Sir,--fhe undersigned, chief engineer of the fire department and general sauermtendint of the Water Works. beg to call your attention and tLat of the Common Council., to the present very unsatlsfactory arrangemenwt for supplying water fur the extinguishing of fires, and to suggest some action as a remedy. The present habit of the fire department is to run the water into the street gutters first and draw it from them into the engines. This ne cessarily results in some delay before a supply is obtained. and in the meantime property of great value may be loot. Ihe file pltugs or hydrants of this city, though exceeding in number tuose of other cities for the same extent of territory, are smaller each in ca. pacity, having been constructed originally for the hand engine. In other cities, when the powerful steam en gine, requiring a much larger supply of water to each one, was introdnuced, the old fire plug, were repitced by others of greater capacity. Not so in New Orleans. Hence the habit of first uoipty: g our water into the streoto. hi ci~les where this matter is well and eficte.it!y regulated they have fire plugs of much larger ca pacity than ours, and of a recent and improved pattern, and in some places tire cisterns are con atructed at intervals where a large spply sutfcient for several engines, may be had at at a moment's ro'ice. W\e find, too, that the prac'lne only obtains in New Orihaus of allowing an unlimited number of street scavengers and others the use of keys to the fire plugs, which keeps them constantly out of order and renders it imposaible to exercise control over them. After a full and free conference, we are satis fled all these difficulties can be arranged or re moved in a very simple and inex;ensive manner. But to bring the lmatter before you in shape, backed by authority, we respectfully suggest the appointment of a commiiseon to examine and re port as to the beat plan, after they shall have seeh experiments with the improved fire plug and cisterns. We would suggest a member from the commit tee on fire departmentend one from committee on water works, of the Common Council, a member of the Board of Commissioners of the Water Works, a member of the Board of Underwriters and the president of the Firemen's Charitable Association, with whom the undersigned might be associated for facts, data and practical information, as a commission to whom the matter mignht be refer red, and we feel confident a few bours conference and few experiments will lead to a praottdal so lution of the whole difficalty. Mr. Fishber entered during the reading of the latter of the foregoing resolutions, and cast his vote on that resolution affirmatively. Under a suspension of the roles, Mr. Camp called fur the reading of a petition protesting saganst the opening of a canal on Claiborne treet, between the Old and New Canals. On motion, the petition. together with a communication from Mr. John Roy on the same subject, were referred to the committee on streets and landings. On motion of Mr. Pande!y, the ordinance rela tove to extending the line of the Jackson Railroad was made the order of the day for the next meet ing atter the reports of standing committees had been disposed of. Under a supension of the rales, Mr. Wyns called for the reading of the petition of J. and J. Weber, asking for an appropriation from the school fund to erect a school house. The petition was referred to the committee on edecation. Also the petition of property-holders on maps street, asking that it be opened from Prance to Masant streets, was referred to the surveyor. Mr. W)ne moved a reconsideration of the vote by which the resolution appropriating the sum of $500 to the MechanlIcs' and Agriuooltural Fair Association had been defeated at last meeting. The petition or Felix Lebatut, proposing to administer the affairs of the Water Works in the interest of the city upon ce taia coalitions, was referred to the committee on water works. The petition of Messrs. Harris & Bidwell, agents for the "Atlantic Coast Mail S. 8. Company," asking to erect a shed opposite post 14, First Distrait, was referred to the cpmmittee on streets and landings. The petition of the commissioners of the second draining district, asking for an appropriation to carry out certian objects connected with the drain age of the city, was referred to the finance com mittee. The petition of property holders on Girod street between Rampart and Liberty, asking to have the sidewalk raised, was referred to the committee on streets and landings. The petition of Edw. F. Shields, contractor for building a powder magazine, was referred to the finance committee. Mr. Breen here offered the following resolution, with a view to comply with the privilege askedfor by Edw. F. Shields, petitioner : Resolved. That the notes given by Edward F. BLields ind indorsed by G.
