Washington, D. C, March 2.
President Roosevelt issued a proc
lamation today calling the Senate
In extraordinary session on March
5th. This action by the President
is the result of the failure of the
Senate to act upon the Panama
Canal and Cuban Reciprocity trea
ties. The President believes that the
interests of the nation demand ac
tion which it has been impossible
to obtain during the general block
ade which the Statehood Bill and
opposition to the , canal treaty has
brought about.
Macedonians Xot Sutlslled.
Constantinople, Turkey, Feb. 27.
Leaders of Macedonia complain
that the reforms ordered by the
Sultan of Turkey are not suffi
ciently radical. This attitude on
the part of Macedonia is by no
means unexpected and constitutes
one of the many indications that
make war in the Balkans almost a
certainty early in spring. The aim
of the Macedonians is autonomy
and it is believed that Russia is, by
indirect means, giving the Mace
donians reason to believe that they
will not be left without assistance

Cuban Treaty Mocked.
Washington, D. C, Feb. 27.
The blockade of legislation at the
close of the session has led the
Senate to place the Littlefield anti
Trust Bill on the shelf. The bill
cannot possibly pass at this session.
Members of the Cabinet have
given up all hope of the Panama
Canal and Cuban treaties being
acted upon.
The President, however, has re
iterated his determination to call an
extra session of,the Senate it the
important measures are not acted
upon.

.Millions For Xuvy. .
Washington, D. C, Feb. 27.
The Senate has passed- the Naval
appropriation Bill which makes
$81,000,000 available for the Navy
Department. The bill provides for
the construction of thre: first-class
battleships, one first-class armored
cruiser, two steel training-ships,
and one wooden brig. It also
gives to each Senator, Representa
tive and Delegate the appointment
of two midshipmen iu place of one,
as at present.
Delaware Elects Senators.
Dover, Del., March 2. The
deadlock over the United States
Senatorship was broken today by
the election of Frank Alice, Union
Republican ami Congressman Ball,
Republican, to the vacant Sena
torial seats from Delaware. Alice
is a State Senator and a former
Addicks leader. This closes one of
the hardest-fought Senatorial bat
tjes that has ever been known in
the country.
Turin Legislation.
Washington, D. C, Feb. 27.
Governor Taft is urging that Con
gress shall pass the tariff legislation
for the Philippines that has been
pending throughout the session.
Taft claims that a continuation of
the present unsatisfactory condi
tions will cause commercial depres
sion and great hardship through
out the islands.

Treaty nrousing serious contentious
with foreign countries have been
brought to a head by a specific pro
test from Great Britain against the
treaty which is considered an un
justified discrimination. France

diplomatic inquiries regarding the
Cuban treaty nud there is every in
dication that these countries will
retaliate if the Cuban treaty is ap

Senator J. Brown introduced
three resolutions providing for ap
propriations for Hawaii. "One was
for a number of roads in South
Hilo, to be inserted in the loan bill;
a second was for $2,000 for increas
ing the electrie'lights in Hilo; and
$1,200 for roads iu Puna. The res
olutions are to be considered when
the appropriation loan bill comes

Several Powers have joined iu a
demand that French shall be the
official language iu the deliberations
of The Hague and arbitration pro
tocols have been changed accord
ingly. Brazil has appealed to the
United States for the protection of
her demands. Thus far the Gov
ernment has refused to interfere.

Washington, March 2. The
; amendment to the Appropriation
bill granting former Queen I.iliuo
kalani $200,000 iu settlement of her
"real or pretended claims," -was
defeated iu the Senate today by the
conferees. The bill carrying an
appropriation for an Hawaiian im
migrant station was passed.
Chinese Rebels Active.
Peking, China, Feb. 27. Ac
tivity of Chinese rebels is fulfilling
the predictions that Chum is on the
verge cf an outbreak that will be
far more serious than the last Boxer
trouble. A body of Imperial troops
has been ambushed by a rebel torce,
in which hundreds of the Imperial
force were killed.
Roosevelt 011 Appointments.
Atlanta, Ga., March 2. In a
letter written to Clark Howell,
President Roosevelt stands by his
policy of appointing negroes to
office in the South. The President
reiterates his determination that
character and capabilities and not
color shall be the controling factor.

Reports have been received from
Honduras to the effect that the fol

has increased and is in pursuit of
Sierra, the hold-over President, who
is endeavoring to retain control of

President Hscalau, the newly elected
President of Salvador, has been
inaugurated. This is the first
peaceful transfer of the Salvador
Government that has taken place

London, March 1. An engage
ment is reported between a detach
ment of Turks and a body of Muce3
donians and Bulgarians, in the
vicinity of Monastir, in the prov
ince of that name. The Turkish
army had moved out from the city
to meet the advancing force of the
combined enemy, and the battle
was a short, sharp conflict. The
Turks were repulsed and compelled
to retire leaving thirty killed and
carrying back manv wounded.
French Protocol Signed.
Washington, D. C, Feb. 27.
The French protocol for the settle
ment of Venezuelan claims has been
signed.
Pittsburg, Pa., March 2. The
Ohio and its tributaries are over
flowing and spreading great damage
all along the river courses. Many
fatalities have occurred and 40,000
persons have been thrown out of
employment.
Washington, March 2. Senator
Foraker has offered a substitute for
the Hawaiian Ditch Company's bill
removing the objections to the orig
inal measure raised by the Bishop
estate.

ment is preparing to promulgate
Wright's penal code, which super
sedes the ancient system of Spanish
jurisprudence.
