this morning presented the promised
supplemental report. It recom
mends the pay of supervisors at $50
n month to be paid out of the
county funds. The satnries of

All fees received by the Recorder
is to be paid into the county trea
sury. The county surveyor is to
be paid a salary instead of a per
diem.
The salary of each officer is made
payable monthly and shall not be
increased or decreased during the
incumbency of any officer.
The Auditor has furnished this
committee with an estimate of what
the yearly income and expenses of
the several Counties may be; it is
based as near as can bi upon the
receipts and salaries of the year last
past. According to that estimate,
the receipts of the County of Oabu
will be in the neighborhood of
$800,000, and the expenses over
$500,000.
We have allowed $520,000.
The County of Maui will receive
in the neighborhood of $147,000,
and the estimated expenses for sal
aries, say, $60,000.
The County of East Hawaii will
receive 169,000, and the estimated
exepenses are $55,000.
The County ol West Hawaii will
receive about 68,000, and the esti
mated expenses are $45,000.
The County of Kauai will receive
about $136,000, and the estimated
expenses are $35,000.
In the above estimates are not in
cluded the amounts that will be
necessary for roads, bridges and
repair to internal improvements.
The committee, from the estimate
it has bad submitted to it, think
that the residue, after the payment
of salaries, will be sufficient to keep
in repair the roads and bridges of
eacu county, inn lor permanent
internal improvements the funds
will have' to be obtained through
loans to be obtained for that pur
pose. in 1

Action of Cubans.
Washington, D. C, March 19.
After n comparatively short discus
sion the Senate today ratified the
Cuban Reciprocity Treaty by a vote
of 50 to 16.
The treaty as approved by the
Setiate has been, so thoroughly
changed that it wilt be necessary
for Cuba to accept the amendments
before it can go into effect. One of
the amendments provides that there
shall be no further reductions in
the tariff on sugar for a period of
five years. It is not anticipated that
it will be necessary to call Congress
in extra session to complete the ef
fectiveness of the treaty.
Following the vote on the treaty
extra session of the Senate adjourn
ed sine die.
Upton's Shamrock 111.
Glasgow, Scotland, March 17.
Sir Thomas Tipton's challenger
Shamrock III was launched today.
Only a small party of intimate
friends witnessed the launching
with X,ipton, the usual care being
taken to get the yacht into the
water to prevent the public obtain
ing a knowledge of her lines. The
launching was very successful and
riggers will proceed immediately to
get the boat in shape for sails and
trial trips with the Shamrock I,
which will be used this year to tune
up the challenger.
Koosevelt Can't Come.
Washington, D. C, March 17.
President Roosevelt, responding to
to the invitations to extend his trip
to Hawaii while on his Western
tour, is forced to express bis regret
at being unable to accept the re
quest. The President stated that
some time in the future he may be
able to take the Hawaiian trip.
England Conciliates Boers.
London, England, March 19.
One hundred thousand Iioers have
been restored to civil and political
rights which bad been refused them
in consequence of the war. In ad
dition to this, $75,000,000 has been
appropriated to assist the burghers
in establishing their homes.
Expansion Amendment Defeated.

An amendment offered to the Pana
ma Canal Treaty disavowing the
intention of the United States to
increase its territory at the expense
of the South Central American
States was defeated in the Senate
during today's session.
Contest Against Cuban Reciprocity.
Washington, D. C, March 18.
The contest over the Cuban Reci
procity Treaty opened today in the
Senate. Senator McEnery of Louis
iana was the principal speaker.
He opposes the ratification of the
Treaty as ruinous to American
sugar and tobacco interests.
Colombian Opposition To Canal.

Opposition to the Panama Canal
Treaty is developing among mem
bers of the Colombia Congress. It
Is believed European influence is
aiming to defeat acceptance by
Colombia.
