The concensus of opinion seemed
to be that an attempt should be
made to float the bonds in New
York. After establishing a market
there, if the government wished to
float a few bonds here, the bankers
would be willing to take them so
that some public improvements
could be carried out. Then, when
they saw fit, they could send the
bonds to New York themselves and
turn them into ready money.
Mr. Damon said it was his ex
perience with government loans in
the past that it was very difficult to
dispose of bonds. There was un
questionably great need for money
at present. There had been no
public improvements made for the
past three years under any loan.
Mr. Damon stated further that
time was being wasted and that
someone should go to Washington
on the bond business. He believed
Secretary Carter was tho ptoper
man to send. When the President's
action was known, the representa
tive of the Territory should propeed
at once to New York for the pur
pose of submitting the question of
the legality of the bonds to some
The next thing would be to se
cure an agency tor the business and
call for bids, both in New York and
here. In the meantime the bonds
could be printed and in the hands
of the New York agent ready for
delivery on the acceptance of satis
Messrs. Irwin and Cooke, for
their banks, offered to advance their
pro rata for whatever expenses
there might be and look to the
next Legislature for reimbursement.
Some of the bankers expressed
the opinion that the duration of the
bonds under the Organic Act was
not sufficient to have them easily
placed. However, if the restriction
proved to have the injurious effect
feared, it would be a strong argu
ment to present to Congress in
favor of the removal of the restiic
tiou, which is as follows:
"Nor shall any bonds or other
instrument of any such indebted
ness be issued unless made redeem
able in not more than five years
and payable in not more than fifteen
years from the date of the issue

New York, Aug. 27. The third
race for the America's cup was a
failure on account of a lack of suffi
cient wind to carry the yachts over
the course within the time limit.
It was a drifting race from the start
with the Reliance twelve minutes
ahead of the Shamrock III when
the race was called off.
In spite of the unfavoring weath
er conditions, there was the usual
crowd of sail and steam vessels at
the starting line. The wind was
so light that there was little excite
ment at the start. The course set
was fifteen miles to windward and

erican boat over twelve minutes be
fore Upton's challenger. The Re
liance was making better time than
anticipated and the only question
