UNRESPONSIVE GROUND.
The following clippings of edito
rial utterances treating of the Carter
endorsement fiasco tell of a longer
story than is contained within their
brief lines. The clippings are:
Chairman Crabbc's letter to the
different Republican conventions of
the counties, urging the passage of
a resolution endorsing George R.
Carter for the Governorship, fell
upon unresponsive ground. Only
in West Hawaii, the smallest of the
counties, was the resolution adopted
and there its passage was purely the
result of intimidation by the bosses.
East Hawaii, Maui and Kauai failed
to entertain the resolution, while in
Oahu county, which contains nearly
one-half of the voters of the Islands,
the sponsors of the resolution got
cold feet and did not introduce it at
all. The result summed up should
be satisfactory to the people. It
was plainly shown that Carter has
not enough friends, even in his own
party, to secure for him as small a
thing as a complimentary endorse
ment. Independent.
Senator t-rabbe s letter read in
the Hilo convention opens up the
whole scene of the endeavor to se
cure a Governorship endorsement
from the county conventions for
Secretary Carter. The negative
results from all but the smallest
county in the islands furnish food
for interesting thought and pointed
conclusions. Briefly it appears that
Secretary Carter has started his
campaign and if convention results
count for anything Mr. Carter has
yet to encounter a general wave of
enthusiasm. Bulletin.
The story is more than one, tell
ing of the fate of resolutions turned
down by the people in County Con
ventions. It is made plain that the
people of Hawaii long to speak on
the question of Territorial adminis
tration and that they wish to go on
record against a policy, which under
the administration of Governor
Dole has made them almost weary
of self-government. The people of
Hawaii look upon the possible selec
tion of George R. Carter as the
next Governor of Hawaii with mis
giving. Their misgivings are based
both upon their knowledge of the
characteristics of Mr. Carter and
upon the methods and policies of
the coterie to which Mr. Carter has
been allied in all his political and
official work.
The people have grown exceed
ingly weary with the gang, which
in this country cannot be so well
described as with the word "mis
sionary." The substantial element
throughout the Island of Hawaii,
will welcome a change but they
want the change to be more than a
mere change of the name of the
man who holds the office of gov
ernor. This element wants a change
of administration. It does not be
lieve the appointment of Carter
would mean such a change.
The people of Hawaii look to the
President for a governor who will
meet the race and industrial prob
lems of the Territory of Hawaii in
a spirit of justice under the law
which has become supreme in the
land. They look to him for a gov
ernor who will combine hard head
ed sense with political sagacity and
who will have no man in office
under him, who will not be required
to perform his official duties accord
ing to twentieth century stand
ards regardless of personal attach
ment to the Chief Executive.
The ring that has been in the
saddle since the overthrow have
had their just lease of official tenure
and that is the reason whv Carter
has not
people.

KUl'OIKAI FOR GOVERNOR.
Governor Dole having declared
it his intention to retire from public
life, the question of who shall be
our next governor is one of deep
interest and significance. I He
name of George R. Carter has been
fairly presented to the people in the
Republican convention throughout
the Islands, and even his best
friends must admit that his appoint
ment would prove at least an un
popular event if not an unwise one.
There is today but one man who is
preeminently our logical choice for
governor to succeed Governor Dole,
and the fact that he is a Hawaiian
adds to the urgency of the need for
his appointment. Our present
treasurer, Hon. A. N. Kepoikai is
the ideal man for our next gover
nor. Hroad and liberal is his views,
and wise and able in administrative
qualities, he commands the utmost
respect and confidence both of
whites and I Iawaiians, and his ap
pointment as governor would give
more universal satisfaction than any
other man on the Islands. Maui

be held 011 November 3rd, A. I). 1903, for
the purpose of electing County officers,
and that at least sixty days prior to the
