Honolulu, March 3 Governor
Carter, in his statement prepared
for the discussion with bankers yes
terday, has slashed right and left
nt the six- months' appropriation
bills. The bills as they are with
the governor's cutting down con
tain only appropriations for what
nre regarded as absolutely "neces
sary expetises of running the gov
ernment." The general rule has
been followed of cutting out all
"specific" appropriations. All items
tor new roads and bridges, through
out nil the islands, arc dropped, but
the items of "roads and bridges,
generul" are retained. The follow

Governor With Auditor is Sifting
Honolulu, Feb 29. "That the
financial situation is alarming, I
have no doubt," said Governor
Carter this morning.
"I realized this before I went
away 011 the Hawaii trip. But the
situation was so much better than
it would have been under the
County Act that it may hnve ap
peared better than it really was.
"I have gone carefully through
the six mouths' bills, checking off
those appropriations diat are general
or lor repairs, in this way trying to
get down to the limit where we can
"I have turned the matter over
to the Auditor for footing up and
"As sooti as this footing is accom
plished we will be hi a position
where we can plan what to do.
"We must do something.
"We will see the bankers when
we have these footings and are in a
position to know how to move."
The Governor was busily engaged
this morning on financial and other
Deputy Attorney General E. C.
Peters, head of the Attorney Gen
eral's Department in the absence of
Lorriu Andrews, will probably file
papers this afternoon in the test
case in Supreme Court in regard to
proving the legality of proceeding
according to appropriation acts
which have lapsed for authority to
pay necessary expenses of the Gov
ernment not provided for in appro
priations for the period since the
ending ot last year.
