received 11 copy or the report of tlie
Hilo Hoard of Trade committee on
land matters. He said it was ab
surd to think that the Goven.or
could modify existing statutes or
that he could interpret mid con
strue the Homestead statutes either
favorably or unfavorably to the
settler or to the Territory cither.
The law is plain and we must go
by it ns construed by the United
States Supreme Court.
"With regard to the Hilo Home
steads," continued Mr. Pratt, "we
are collecting da a in every case
and when all are in. the whole
bunch will be taken up together by
Governor Carter, the Attorney
General and myself. We are not
going into the matter with the idea
of putting anybody off the land.
It's too hard to get people to go on
to the land in the first place. We
want to keep them there if it can
be done lawfully. We are not
hewing to the line viciously regard
less of consequences. We want to
be satisfied of good faith and good
intentions. We all know that in
some cases there has been no pre
tense of complying with the re
sidence and cultivation require
ments. We are as anxious to pro
tect the rights of the settlers as
we are to look out for the interests
of the Territory.
"I do not know now how soon
we will be able to take up the whole
question but we will get to it as
soon as possible.

The Navy now proposes to make
good the deficiency. For some
days past experiments have been
in progress at Mare island with
kites, which, with a wireless tele
graphy outfit, are to be sent to the
Farallones as soon as the sea is
sufficiently tranquil, in charge of
Master Electrician George E. Han-
One of the large naval tugs will
be used for the expedition, and
apparatus for establishing a station
will be transported to the island.
The kites will there be used in

Animals anil Their Spots.
Although we are told that the
leopard cannot change his spots, it
is certain that the markings on the
fur of some animals do change.
Especially is this true where the
animal has a distinctive winter coat.
This change has been studied by
Barrett Hamilton, a' British natura
list, who is of opinion that whiten
ing of the fnr generally accom
panies development of fat ty tissue
which is manifestation of insuf
ficient oxidation and hence of
atrophy, which shows itself in a
whitening of the hair. In some
animals man for instance this
atrophy is manifested by baldness.
That fat men are often bald is thus
something more than a coincidence.
