One matter which deserves the
serious consideration of Super
intendent C. S. Holloway during
his visit to Ililo is the necessity for
the completion of the Hilo sewerage
system. At present owing to the
smallness of the appropriation the
sewers extend along Front street
only to Church street, without any
cross-section or feeding sewers

not been opened for public use and
until completed is practically
useless. .

tion of Hilo in a sanitary condition
until the completion of the sewer-

At the next session of the Hoard of Su
pervisors, it is proposed to bring the mat
ter to the attention of the Hoard with 11
view of having enacted nn ordinance
making it a penalty to permit to remain
on one's premises such mosquito breed
ing places. The law which is being
drawn up is similar to the ordiance
passed by the S.m Mateo (Cal.) board of
supervisors, recently printed in the Tri
11UNU giving full power of arrest and
punishment for offense of this nature.
An active campaign will be waged from
now on by the Health authorities us is

in the Unites States.

As a sanitary measure the Hoard
of Health have taken up in connec
tion with the Shippers' Wharf Com
mittee, the crusade against the nox
ious mosquito, and full authority
has been given to Inspector How
man and his assistant to enforce
the maintenance of clean back

the prevalence of the mosquito and
the methods being adopted by the
local authorities are in line with
the most scientific methods employ
ed throughout the United States

Suction i. No Ordinance of the
County of Hawaii shall be held to take
effect until it shall have passed by n maj
ority vote of nil of ihe Supervisors nt n
regular or special meeting of tlie Hoard
of Supervisors and shall be signed mid
sealed as provided in this Ordinance.
Suction 2. Whenever nn Ordinance
shall have received the affirmative vote
of the majority of tlie Supervisors at any
meeting at which such Ordinance is con
sidered, it shall be duly enrolled and
signed by the Chairman of the Hoard of
Supervisors presiding at such meeting,
nud it shall be attested by the County
Clerk whose attestation shall contain,
among other things, the fact of the pas
sage of the Ordinance and the date
thereof, and shall be impressed with the
seal of the County.
Suction 3. The County Clerk shall
forthwith cause n true and correct copy
of such Ordinance to be posted upon a
bulletin board iu a conspicuous place in
the rooms used 'iv the Hoard of Super
visors for its meetings nud shall nlso
cause the same to be published in the
English language for nt least once 11
week for two consecutive weeks iu a
newspapers, published at the County
Scat.

ORDINANCE NO. 2.
Suction i. No person shall exercise
the duties of n police officer without first
being appointed as provided by this
Ordinance.
Suction 2. After a person shall have
been selected by the Hoard of Supervisors
for the purpose of serving as a police
officer the County Clerk shall issue, sign
and seal a commission for such person,
which commission shall designate the
person appointed, tlie office to which he
is appointed, the date of his selection by
the Hoard of Supervisors and the date of
the issuance of his commission. Such
police officer shall be deemed to have
been appointed from tlie time of tlie
issuance of tlie commission.
Suction 3. The term, police officer,
as used iu this Ordinance, shall include
captains of police, lieutenants of police,
policemen, hack officers, watchmen and
other subordinates of the SherifT of the
County, but .shall not include clerical
assistants iu the Sheriffs Office.
Suction 4. Nothing in this Ordinance
contained shall be construed to iu any
way conflict with the right of tlie SherifT
to summon nml control the posse com
tatus, as provided Iu Sub-section 5,
Section 68 of tlie County Act.
Suction 5. Any person who shall
violate nny of tlie terms of this Ordinnnce
shall be punished by a fine of any sum
not exceeding One Hundred Dollars.
