Commons is degrnded. It lias lost
its nutliority nnd its prestige. It
has suffered itself year after year to
be bamboozled, deceived, hood
winked. It has votqd away enor
mous sums without adequate in
quiry or guarantees for fair return.
It has allowed huge peculations to
be made under its very nose, and it
has colluded with the official efforts
to screen the criminals. It plays
into the hands of ministers who for
years arc carrying on n came of
equivocation, evasion, or to speak
plainly, of falsehood.
Can this moral rot in the consti
tution of tlic house be stopped? The
evil of it is that there is nothing
accidental or temporary in it. The
new rules have made the house
more the creature of ministers,
have made it easier to silence
minorities and to evade questions,
but that was the deliberate action
of the majority, which cares for
nothing if its own side can win.
The change of days and hours
makes the house more convenient
More and more it has become a
rich man's club; a sort of Ranclagh
for the smart set, and, indeed, for
the shabby set. It is n club with
all the social habits of a club, with
the coterie rows, good-fellowship,
casual ways of a pretty mixed club.
Clubs take lenient views of the
moral qualities of clubablc fellows,
who can only play bridge and
amuse the smoking room. The
house of commons does not do its
duty, does not want to do its duty,
and does not care how long min
isters may wriggle and maneuver,
so long as they will stave off the
dissolution. When the majority
have got to that state of hardened
selfishness, it is not easy to find a
remedy for that which it carries in
the bones. Whether a new house
and a new speaker can cure it re
mains to be seen.
.Meaning of IMIferoiit Colors.
Colors have a language of their
own. White, for instance, which
is a reunion of the seven primitive
colors, is the symbol of power, di
vine wisdom, purity, candor, inno
i cence and chastity. Red represents
fire. It is, therefore, symbolic of
passion, power and riches, hence
kings and powerful rulers of the
earth wore red mantles. It is also
emblematic of hardness and cruelty,
being the color worn by the execu
tioners of old and by the members
of the inquisition.
Blue denotes fidelity, sweetness,
tenderness, loyalty, a spotless repu
tation. With the ancients yellow
denoted glory and fortune. Now
it is called the color of infidelity
and shame. How is it that yellow
has become the emblem of infideli
ty, perfidy and misfortune? Be
cause the Jews were forced to wear
yellow during the middle ages, and
the house doors of traitors were
smeared with the yolk of eggs.
Green is the color of hope and
joy and the emblem of youth. Pink
denotes health, youth, pleasure,
love. Black denotes sadness. Vio
let is the color allowed to faith.
Orange means divine inspiration
and poetry. The muses are all re

According to the Washington,
D. C, correspondent of the Tobacco
Leaf, the Bureau of Statistics has
prepared an elaborate combination
of data regatding the coffee indus
try in Porto Rico and Iiawaii,
which, taken together with the in
formation concerning the possibili '
ties in the Philippines, demonstrates
that a duty 011 cofl'ee would speedily
establish the industry in all our
colonial possessions on a sound
commercial basis. In the mean
time the revenue that would be de
rived from importations from Hrnzil
and other foreign countries would
settle the problem presented by
the current Treasury deficit,

Nearly every merchant tries to
mark his goods at a certain per
centage of profit. In doing so he
will find the following table valu
able: To make 163 per cent profit,
add 20 per cent to cost.
To make 20 per cent profit, add
25 per cent to cost.
To make 25 per cent profit, add
334 per cent to cost.
To make 33J4 per cent profit,
add 50 per cent to cost.
To make 50 per cent profit, add
100 per cent to cost.
You can mark goods by the pre
ceding rule and any time you de
duct the percentage of profit you
will have the cost left.
A peculiarity of the southern
part of the Congo valley is that one
side of the hills is usually bare, the
other covered with thick vegeta
tion. This difference is due to the
fact that one side gets little mois
ture, while the other is dampened
by fogs blown against it every
morning. The natives often shave
off their hair from one side of their
heads, the effect presenting the
same appearance as the hills of the
