The Park Commissioners made a
complaint against H. 11. Naliinu,
keeper of Mooheau Park, stating
that by reason of age and infirmi
ties, he was not a proper caretaker

that another keeper be appointed
and also funds be appropriated for
fencing, etc. Referred to the Im
provement Committee.
Sheriff Keolanui asked that re
pairs to the Police Station steps
and painting be allowed. He also
asked for office furniture, stamps
and stationery, all of which were
referred to the Police Committee.

made a report of roads in the dis
trict of North Kona together with
a detailed map of the district.

ed for an appropriation of $50 or

Road Supervisor John Lanikila
rendered his report of work done
in his district for October. The
expenditures were, labor $123.25;
material and supplies $27.35. To
tal $150.60.
After a recess for luncheon the
report of Road Supervisor Lyman
was received and read in full.
Mr. Shipman believed in con-
structing permanent stone bridges
! or concrete culverts instead of build
ing wooden bridges. He thought
many of the recommendations of
the, road supervisor for South Hilo
j Were good ones. He favored a
sinking fund be established by each
road district out of their respective
road taxes to make provision for the
construction of bridges. Moir be
lieved that every cent expended for
road repairs were necessary and
proper.
Dr. Stow wrote a complaint
against the garbage system under
L. A. Andrews. It was stated
that cans of swill and garbage were
allowed to stand untouched for
three and four days attracting and
breeding flies. The work of the
Hoard of Health officials in their
efforis to exlei initiate rats was rend
ered useless as rats refused to eat
poisoned meals when there was
garbage to be obtained.
Supervisor Kalaiwaa wrote a re
port on the construction of a dam
at Keei-uka, in his district, which
he said was progressing; In re
gard to the procurcmuut of a site
for a tool house and wagon shed
for the road department in his dis
trict, John Nahinu has agreed to
five years lease for the necessary
land at $5.00 per annum.
Fernandez said that he had con
structed a tool house and wagon
shed at Honokaa for the road im
plements on hand, under lease to
the Ilamakua Sugar Co. The
manager was agreeable to a lease
of a quarter acre to the County free
of charge, but Mr. Fernandez said
he believed $1 a year was little e
uough and the County Clerk was in
structed to have such a lease drawn
up.
On motion of Fernandez, he was
allowed $15 per month for clerk
hire to assist him in the road work
of his district.
The Hoard then adjourned until
9 o'clock Thursday morning.
THURSDAY, NOVUM IHJR 9TH.
The meeting was called to order
at 9 o'clock a. m. with all members
present, and nearly the entire
morning session was devoted to re
ceiving communications.
Prof. Joaquim Carvalho, on be

an appropriation of $7.50 for electric
lights every month. The request
was referred to" the Committee on
Improvements.
B. N. Kahue, road supervisor of
North Hilo, asked for definite in
formation regarding bridges at
Pohakupuka, Manoloa and Wai
kaumalo, as he had been informed
the bridges had been sold or other
wise disposed of.
Deputy Sheriff Win J. Rickard
requested an appropriation each
month as secret fund for the use of
his office and the district of Ilama
kua. On motion of Supervisor
Fernandez, the communication was
tabled indefinitely. A similar re
quest from Deputy Sheriff Lindsay
of Waimea received the same treat
ment. The monthly report of the Couuty
Treasurer, showing the receipts
and expenditures for the month of
October, was received and placed
on file. A joint report of the
Auditor and Treasurer ol all monies
received and all warrants paid for
the period ending October 31, 1905,
was received and placed 011 file.
G. D. Stipe, road supervisor for
Puna, presented a report which
was addressed to Supervisor Makua
kane. The report was accepted
and Mr. Makuakane was instructed
to notify Stipe to make his reports
directly to the Hoard of Supervisors
and not to individual members of
the Hoard.
Chairman Moir said that he had
made arrangements with the Vol
cano Stables for the transportation
of the rock crusher and engine
from Olaa to 25-miles, Volcano
Road, if the County would pay for it.
The report of J. M. Ilering, fish
and food inspector, was received
and placed on file.
Chairman Shipman from the
Committee on Public Health, re
ported on the condition of the Wai
olama stream, with a recommenda
tion that the Road Supervisor give
the matter his attention. The
Committee suggested that if the
Waiolama were widened and deep
ened, and stray horses not permitted
to graze on the banks of the stream,
much of the difficulty would be re
moved. Supervisor Fernandez in
quired whether or not the expense
of this proposed improvement would
have to be borne by Ilamakua and
other districts of the county or
solely from the road tax funds of
South Hilo district. Desha replied
that Hilo would have to pay for
the expense, whereupon Kalaiwaa
moved the adoption of the report,
which was carried.
Under a .suspension of the rules,
Supervisor Fernandez introduced a
motion directing the County Attor
ney to make a monthly report of
all arrests, trials and discharges,
etc., throughout the County.
Shipman moved to amend by mak
ing the motion general in its na
ture, requiring all heads of depart
ments to make monthly reports to
the Hoard of the transactions of
their respective offices. The sub
stitute offered by Shipman was
adopted without opposition, and
the County Clerk was directed to
furnish the heads of the various
departments with a copy of the
order.
Supervisor Shipman from the
Finance Committee submitted a re
port opproving the expenditures by
the various road supervisors, which
was adopted unanimously.
The report of the Police Com
mittee was presented by Sttpevrisor
Fernandez and adopted without
dissent. Demands were allowed as
follows: for police telephones, South
Hilo, $124.05; North Kohala, $50;
South Kohala, $15.25; Ilamakua,
$20.25; South Kona. $252.5; Kona
and Kau, $50.25; Oliver Akau,
prisoner luna, $35; Dan Kaihenui,
prisoner luna, $40; Antone Silva,
prisoner luna, $40. The demand
of D. K. Ilaker for telephones in
South Kona, unauthorized amount
ing to $50.25 was disallowed.
The request of Deputy Sheriff
Lindsay regarding extention of
watcrpipes and a telephone for his
office was tabled.
The request of W. J. K. Nahale,
policeman of Kailua for an investi
gation of the charges of disobedience
as published against him by the
Hawaii Herald, was returned with
a report that no dircliction of duty
appeared and Mr. Nahale was so
informed.
The request of Sheriff Keolanui
for $50 a month for secret service
in connection with his office, was
tabled. Other communications of
Sheriff Keolanui regarding repairs
and painting of police station, and
various requisitions for supplies,
etc. should be turned over to the
Committee on Internal Improve
ments. The County Clerk was
authorized to furnish the Sheriff's
Office with $5 per month for post
age stamps. The question of the
transportation of prisoners was re
ferred to the Finance Committee
who had the matter in charge.
The report with its recommenda
tions was adopted, and Chairman
Fernandez of the Police Committee
asked for further time within which
to report on police pay-rolls sub
mitted, pending the official re
ceipt of the decision of the Supreme
Court on the test case recently de
cided. Without objection further
time was allowed, so that approval
goes over another month.
The question of the settlement of
the claim of M. M. Jordau for sur
render of his leasehold to the
property at Kautnana desired for
Hilo jail site, upon motion of Ship
man was left in the hands of the
Chairman and he was authorized
to transact the business as he
deemed advisable.
The hour of noon having arrived,
the Hoard adjourned until 4
o'clock, to permit the various mem
bers to transact committee business.

Promptly at 4 o'clock the Board
reconvened and the reports of the
Standing Committees were received.
Supervisor J. F. Woods, from the I
Committee on Internal Improve
ments, made a detailed report from
that committee, approving certain
claims and deferring others. It

ment house, at $5.00 per annum
for five years
One item in the report developed
discussion and considerable feeling
was displayed over the allowance
of the claim of Ridgway & Ridg
way for $150 for a safe for the
County Auditor's office. The com
mittee approved the item and Moir
objected to the payment of the
amount, stating that it could be
obtained at a lower figure. Upon
his assertion that the safe could be
bought for less money than the
price agreed upon between .the
committee and the owners, the item
was hold up and Moir was appoint
ed a committee of one to negotiate
with the parties and purchase the
safe at a figure less than $150, if
possible. The remaining items of
the report were adopted without
opposition.
Chairman Shipman of the Com
mittee on Finance made a volu
minous and careful report of claims
against the Couuty which had been
allowed. The report in full appears
elsewhere, and was adopted unani
mously.
Supervisor Shipman introduced a
resolution, reading as follows:
It is moved that the County Clerk
be directed to notify the County
Treasurer to secure a statement
from the Territorial Treasurer of
all unexpended balances of Road
Tax funds to the credit of the vari
ous districts of the County as of the
26th of April, 1905, and to make a
demand for the same.
The motion was carried unani
mously. Supervisor D. K. Makuakane in
troduced a resolution authorizing
the appropriation of $200 from the
General Fund for October for the
purpose of completing the section
of roadway from 24 miles on the
Volcano road to the junction of the
Ililo-Puna boundary.
There was some argument over
the propriety of appropriatimr mo
ney for road improvements out of
the General Fund, inasmuch as
the Board had already adopted a
rule to make pro rata distribution
of road tax moneys for this very
purpose. Supervisor Desha was a
strong champion of the resolution
and urged its adoption. After con
siderable debate, the resolution
was carried.
Supervisor Kalaiwaa introduced
a resolution providing for the ad
journment of the Hoard of Super
visors to November 16th in order
that the Hoard can receive a verba
tim decision of the Supreme Court
on the test cases regarding the
police officers and to enable it to
pass upon the salaries of police for
the past four months

Despite the early hour of meet-
ing, all the members were in their
seats promptly at 7 o'clock, ready
for business. No time was lost,

After the reading and acceptance
of the report, Chairman Shipman of
the Finance Committee arose and
handed in his written resignation
as a member of the Finance Com
mittee. Shipman's action caused conster
nation among the members. Desha
took this action as being directed
against liim because of his attitude
on the committee. He stated that
he was not experienced in matters
of finance as was Mr. Shipman and
that his presence on the committee
was more of an obstacle than of
real benefit. He disliked to retard
the work of the committee, and de
sired to acknowledge Shipman's
superior qualifications to act as
chairman. He therefore desired to
resign as a member of the com
mittee leaving Shipman free to re
main as chairman.
Fernandez endeavored to pour
oil on the troubled waters, expres
sing regret that the honorable
members of the Finance Committee
felt called upon to offer their
resignations, and he moved that
the Hoard do not accept the tend
ered resignations.
Desha said that he appreciated
the services of the member from
Kau 011 the Finance Committee and
if the Hoard would accept his own
resignation, permitting him to
assume the chairmanship of the
Health Committee, the work of
which was more in line with his
1 tastes and inclinations he would be
I satisfied. Most of the work of the
Health Committee referred to sani
tary matters in Hilo, which would
receive his eutire attention if he
were chairman of the Health Com
mittee. He therefore expressed the
hope that the honoiable gentleman
from Kau would withdraw his
resignation and permit him to re
sign in favor of Mr. Fernandez who
was a far abler man than himself
on the committee.
Supervisor Shipman, while
acknowledging all that Mr. Desha
said to be true, wanted it under
stood that he did not offer his re
signation on account of any per
sonal feeling against any member
of the Board. The real reason for
his action was that as a member of
the Finance Committee he had en
deavored to organize the committee
on a business basis and to put each
district of the County on its feet, so
to speak, financially. He disliked
this method of shifting from one
mode of action from month to
month. A resolution had been
passed on yesterday for repairing
the Puna road, but why any mem
ber, especially of the committee,
should seek to break the rule which
he had helped to make, he could
not understand. He desired that
the County adopt an uniform system
and unless the Board can confine
itself to some rule of procedure, the
work of the Finance Committee
would be of little effect. Next
month, it is proposed to pay the
lighting of the town of Hilo from
the General Fund, which was con
trary to the law and spirit of the
rule. He therefore desired to step
out, which action he thought was
