Experiments are being made by tho Navy Department with a new system of protection for gunners in exposed places on men-of-war during action. From a' Pennsylvania factory has been procured a peculiar description of wire webbing made of interlocking steel spirals which is remarkably flexible and strong. It bears some resemblance to old-fnshioncd chair armor and it is proposed to uso curtains of this material to protect gunners behind shields from fragments of exploding shells. I., of a plant for the manufacture of gun cotton. The Dupont s will erect the plant free of ex pense to tho Government accordiug to the naval designs, and are preparing to make the new smokeless powder iu large quantity. Carlssen, chief boatswain's mate, both of whom are on the Despatch, for gallant and meritorious services in saving life. The two men succeeded in rescuing at great risk to themselves an inmate of the Govern ment Insane Asylum at Washington who had escaped from the institution and was running across the ice in the Potomac River, through which ho broke aud fell into the water. The Ordnance Office of the Navy Department have just completed at the proving ground at Indian Head the final test of the third ten-inch steel rifled gun for the double-turreted monitor Miantonomoh. With 239 pounds of Dupont brown powder and fifteen tons pressure the projectile attained a muzzle velocity of 2,110 feet per second, probably tho best result on record for this bore of gun, using brown powder.
