The subject of a cable line from
California to the Hawaiian Isl
ands is likely to be seriously con
sidered by tho present Congress
and to attract more attention
than heretofore because of tho
recent discussion of our relations
with the islands.
Gov. McCreiry, of Kentucky,
has introduced in the Honsa tho
bill introduced by Senator Mor
gan in tho last Congress, with tho
omission of some superfluous
matter. Gov. McCreary introdced
the bill at tho request of Gen.
Marino, who has long taken an
interest in tho subject, and in
tends at an early mooting of tho
Houso Committeo on Foreign
Affairs .to refer it to a sub-com,-mittee
for consideration. The bill
makes no appropriation from tho
United Stites Treasury, butsimp
ly authorizes Colso Gesar Moreno
and his associates to construct
and maintain the cable, provided
it is done within five years- Tho
lino is to be subject, to a number
of conditions in favor of the Gov
ernment, and tho equal right of
American cilizons to tho samo
rates as those enjoyed by citizens
of the most favored nations. Tho
third section of tho act excludes
the idea of monopoly by provid
ing' tlfat nothing-contained in it
shall be constructed to limit tho
United States in granting to
other poisons or companies
similar privileges. A bill of this
sort, requiring no Government
.guaranteo or grant, is probably
tho only ono which has any
chance in a Democratic Con
