Tho Russians are not an inventive
people. This is tho rule: now for the
inevitable exception. The mayor
of a small provincial town in the
Government of Moghilov proposed
that tho strcots should be henceforth
illuminated after dark by kerosene,
but met with strong opposition from
tho members of the municipal coun
cil. Nothing daunted, he had the
scheme drawn up on paper, and a
day fixed for a final vote on the burn
ing. question. The oxact time of
day he chose was lPlo, quarter of an
hour before dinner. The twenty
councillors were punctual, but the
mayor came late in fact, not till ho
