' A LONG DELAY.
A report has been' mndc to the
House of Representatives that illus
trates the weary waiting to which
miny claimants ngninst Government
arc subject. In 1777 Robert Fnr

was 03,(505 in the existing currency,
and the debt was to be scaled so that
it would amount to $117,423. In
178 Farquhar died, with the debt
still unpaid. His only child, u
daughter, married Peter Trczcvant
of London. In 17711 payment of the
clnim was refused by the Legislature,
and the executor was told to seek
his remedy from the two Commis
sioners' who had purchased the sup
plies under the authority of the State.
Suit was then ' instituted against
Georgia, in thcTTnlted States Circuit
Court. "A judgement was obtained
in 1704, but before there could be
awarded the, writ of inquiry necessary,
probably, to the assessment of dam
ages this and all similar cases were
swept from the records of IheCduTt
by a constitutional amendment. In
the meantime, in 171)3, the daughter's
husband, Peter Trczcvant, applied a
second. time to the Legislature, and
audited certificates were issued to
him to the amount of 7,500 10s.
Id., which acknowledge! the State's
indebtedness and contained the
agreement that they might be taken
in payment for confiscated property.
Trczcvant parted with two of his seven
certificates, and kept 5,000, and he
demanded, payment of these in 1838.
A Commission was appointed to
examine the demand, and payment
was recommended. The claim was
not satisfied, however, until 1840.,
seventy years after Farquhar
furnished the supplies to the troops.
The case comes here on a request
from Georgia that the Government
reimburse her under the law of 1787,
directing the refunding of money
expended by the States in the com
mon defense. The claim of the
State came here for the first time in
1850. It may be settled by quick
work within tlicceutury.
