EXPENSIVE RED TAPE.
Red tapo in the Treasury and War
Departments has been carried on to
a degree of perfection unsurpassed
in anv foreign barnacle h office. Six
years ago a dull-witted clerk in the
Quartermaster General's olllce made
an error in tbc percentage in comput
ing1 the amount of a claim due the
Central Pacific Railway Company
for transportation. This error left
one cent due the Central Pacific
Company. The same error was, re
peated iii three separate cases, until
the Government had defrauded the
Central Pacific Company out of the
sum of three cents through the negli
gence of the clerk. When this
mistake was discovered all the wheels
of the Government were set to work
to try and correct it. For six years
clerks have been hard at work on
the correction. The Secretary of
War lias addressed several letters
upon the subject, and the Secretary
of the Treasury has responded, and
finally to-day the procession of
routine came to the end of the first
stage. The requisition for three
cents was approved, and three war
rants for one cent each were ordered
to be issued. Thus far it has cost
the Government over $1,000 to reach
this point. However, this is not the
end. The warrants must go to the
First Controller, then to the Assis
tant Secretary of the Treasury for
signatures. They are then to be
transmitted to the Bureau of Adjustj
ment of Railroad Accounts. They
will then be sent to the Company,
which will have to make affidavit
before the nearest Assistant United
States Treasurer that it is the party
to receive the sum. Chicago
