The action ol Mr. Carson, late editor
of the Advertiser and ad interim secic
tary of the Working Men's Union, were

in Amciica and Honolulu.
Wells, Fakuo & Company have
issued a pamphlet which is of general
intercut here, now that an agency has
been established in Honolulu. It con
tains a list of the offices and agents, a
table of distances, the tariff, an account,
of tho purchasing and commission depot,
the letter and money transf6r business,
and tile various routes by which goods
can be forwarded. Mr. Ashley, tho
Honolulu agent, can supply copies to
those interested.
A gentleman who i at the head oi one

of boys and young men in book-keeping

STATE SECRETS.
Editor Bulletin: Sin: I shall
feel under obligation if you will kind
ly concede me a little space in your
paper for "the other side" of a
question which has frequently been
alluded to of late in the public press
of this country: I refer to the matter
of State Secrecy.
No man who is intelligent and
independent will attempt to justify
entirely the sub rosa method which
the Hawaiian Government seem to
have adopted in matters concerning
the people whom they govern, but
have not you newspaper men been
demanding more than you have a
right to expect? That is, have you
not been criticising the government
for not publicly announcing every
item in their policy, which expedien
cy may require should remain unan
nounced until some future time, and
which in other countries would be
considered legitimate State Secrets
for the time being ?
The other day you told the public
that tho Hawaiian Government had
been taking steps to "extend trade
relations" with Canada, and although
approving the project, you complain
ed that "this action of the govern
ment should be made known to us
from abroad," instead of having been
announced by them "in ti straight
forward manner." If the Hawaiian
Government considered it wise to
ascertain the condition of the Cana
dian governmental pulse touching
"trade relations" with this country,
I do not think it would have been
wise to have publicly "made known"
their intention : such a course might
have operated prejudicially to nego
tiations. Hawaii being a monarchy,
it is wise to look for precedents, in
the conduct of its government, to
other monarchies. In choosing ex
amples for imitation, the best should
bo selected. As Great Britain is
admitted' to be the freest, the most
"limited," and the best monarchy
extant, her leading is the best to
follow. Is it the custom of the Briti&h
government to make public "all its
actions?" If the English papers may
be relied on, it is not ; for in their
reports of proceedings in the House
of Commons it is no unusual thing to
read of questions fiom private mem
bers being met with replies to the
offcpftlitit "definite answers, nl the
present time, would militate against
the interests of the nation."
1 am no advocate of a government
concealing "all its actions" from the
people, but I do think that any ahd
every government may at times re-'1
quite to take "actions" in -the
into ests of the governed, which those
interests require should not be too
hastily made public, the government
itself being tho best judge of tho
proper course to adopt. I am,

public should learn from the govern

"items in their policy" which must
eventually be known and which arc
