The publication in the Gazette, on
three different occasions, of docu
ments (the Protest, the Cleguom
correspondence and the report on
the Mounted Police) belonging to
the Government, shows a most
deplorable state of affairs in the,
internal management at Aliiolani
Hale. It is a noteworthy fact that
all these documents belong to de
partments over which His Excellency
.the Premier, in his various capacities,
has control. It shows that lie is
incompetent to manage the affairs of
his offices ; it shows the necessity
for the appointment of an Attorney
General, and it shows either that the
officials, at present employed in Go
vernment House, are not in sympathy
- with the Premier, or that sufficient
precautions are not taken in pro
tecting the affairs of Statu.
It is not our business to ascertnin
how the Gazette obtains the run of
official records, but it is our business
to point out that such scandalous
proceedings never occurred in the
history of Hawaii, before Mr. Gibson
was in office. It proves conclusively
his utter unfitness to manage the
raanv offices that he presumes to
manage. The Foreign Office and
the office of the Attorney-General
ad interim have been allowed to
' remain open when no officials occu
pied them, and then documents
raustihave been taken or they
have been given by untrustworthy
, servants. That such a state of
thinss should have existed, aud
should be allowed to exist, is a dis
grace to the Kingdom and to the
man who professes to manage it.
The Gazette, in its last issue, pub
lished some information relative to
the discharge of Mr. Girvin, School
Agent at Wailnku. We have been
told that the facts stated can only
have been obtained from the minute
book of the Secretary of the Board
of Education. Is this another office,
under the Premier's supposed super
vision, to which the Gazette haB
It is unusual to hear that a Chinaman
has insured his life, and it is still moro
unusual to hear of such prompt pay
ment of claims as the following. Om
15th February, Leo Loy, who was doing
business in Hilo, insured bis life in the
Equitable Life Assurance Company for
$3,000, unuer me niieen year enuow
ment plan. He paid a year's premium
and died in September. On 31st October,
Mr. A. J. Cartwright, the Honolulu
agent of the Company, sent, to the head
olllce in New York, proof of Lee Loy's
death; the matter having been placed
in his hands two days previously. On
4th December, thirty four days after the
papers left Honolulu, the wife of tho
deceased gave a receipt for 83,000, the
full amount of her claim, the money
having been sent .from New York and
handed to her. This instance not only
shows tho benefit of Life Assurauce, but
also tho very prompt manner in which
hettleraents are made by the Equitable
Life Assurance Company, which did
not even avail Itself of tho power to
withhold payment for sixty days, In a
policy which had not been In forco for
