council will be invested with legisla
tive authority regarding the relations
of the colonies witli the Pacific Is
landers, so as to pi event the influx
of criminals, and with respect to
matters of marriage, divorce, natu
ralization, enforcement of criminal
process, extradition, colonial de
fences, quarantine regulations, pa
tents, copyright and bills of ex
change. The royal assent will be
necessary to give effect to any de
cision of the council, and will be
given through the Governor of the
colony where the council may be

from other islands and against the
rccoguition of purchases of land in
New Guinea before British dominion
over the island had been established.
THE CLAIMS OP 1'HANCE.
A telegram was read at the Con
vention announcing that France lays
claim to the following islands or
groups in the Pacific: New Cale
donia, Loyalties, Pines, Marquesas
(eleven islands), Societies, Tahiti,
Moorea, Low Archipelago (eighty
islands), Australs, Tubuai, Loito,
and Hapa. France is willing that
the Leeward Islands, near Tahiti,
