"ON PRINCIPLE"
The Advertiser, "on principle,
deems it undesirable that an officer
of the King's Guard should be a
member of the Legislature." Whilst
endorsing the view of our contem
porary, we would go still further,
and, "on principle" too, deem it
equally undesirable that a judge of a
court of law should be a member of
the Legislature. Indeed, of the two,
we deem it less undesirable that a
soldier should be a legislator than
that an administrator of the law
should also be a law-maker. Tho
constitution of Great Britain admits
military and naval officers into par
liament, but a judge never. The
Hawaiian constitution provides that
"no Judge of a Court of Record
shall ever be a member of the Legis
lative Assembly." It ought, in our
opinion, to say that "no judge of
any court whatsoever shall ever be a
member of the Legislative Assem
bly." Why exclude judges of courts
of record and admit judges of courts
which are not courts of record, we
arc unable to see. But we do see
many and strong reasons why no
judge should be allowed to dabble in
politics, and ho cannot be a member
of the Legislature without doing so.
Whilst holding, "on principle," that
the officer of the King's Guard had
better let politics alone, no very for
midable objection, on the ground of
his position, occurs to our mind;
but the Koolau Judge another gen
tleman on tho same ticket ought to
eschew all politics as long as ho
occupies the bench in a court of jus
tice. And this wo contend for strict
ly "on principle" Concerning tho
gentleman himself, lie may be, for
anything we know to the contrary,
well qualified to represent this or any
other district in the Legislative As
sembly. In fact, he has been n
member of two or three previous
legislatures, and, according to an
old file of tho Gazette, he acquitted
himself creditably. But ho is a
judge, and, "on principle," we deem
it undesirable that a judge should
be a politician. "There may be
many examples and precedents for
such a thing, but wo cannot recon
cile it to our minds as suitablo or
proper."
TURNING CORNERS.
For vehicles to turn street corners
at a too rapid ralo is dangerous.
Thero is danger of tho vehicle tip
setting, but the gtcatcst danger is of
colliding with some other vehicle
travelling in the opposite direction.
In the cities and towns of other
lands governments usttnlly tako cog
nisance of this fact, and enact laws
which make it a punishable offence
to drive or ride around street cor
ners faster than a walk. It is a mnt
Icr generally dealt with by municipal
governments, and every intelligent
municipal government has it law or
by-law of this kind. It is a wise
regulation, because it protects life
and property. Here in Honolulu wo
have no municipal government, and
no regulation of the kind referred to.
At least, if there is such a regula
tion, it is not enforced ; for vehicles
of every description, both public and
private, can be seen any day and
any hour of the day turning corners
much faster than a walk. If colli
sions, from this cause, arc rare, nar
row escapes arc numerous. If no
serious accident has hitherto hap
pened through lack of restriction,
such an accident may occur any dnj.
Why wait until somebody has been
killed before removing the danger?
If tho Minister of the Interior had
authority to enact other carriage
regulations now in force, has ho not
the authority to adopt and enforce a
regulation of this nature also?
POSTAL MONEY ORDERS.
The S. JP. Chronicle gives the
following on the money order busi
ness between Hawaii and the United
States.
"The negotiations between the
United States and the Hawaiian
kingdom for the establishment of
money-order facilities have been con
cluded and the treaty will go into
effect on the 1st of January next.
International money-order exchanges
arc now carried on with Canada,
Great Britain, Ireland, Germany,
Switzerland, Italy, France, Portugal,
Belgium, Jamaica, New Zealand,
New South Wales, Victoria, Tasma
nia and India, and the department is
now in correspondence with the pos
tal administrations of Norway, Swe
den, Japan, Barbadoes, Cape Colony
and Queensland for the purpose of.
extending the service to each of those
'countries. San Francisco has been
chosen as the exchange office be
tween this country and the Sand
wich Islands and Superintendent
Jackson has received instructions
from the department that advices of
Hawaiian money orders arc to be
certified in the same manner as ad
vices of Victoria, New South Wales
and New Zealand, with the exception
that no conversion is required of the
money of one country into that of
the other, the currency of Hawaii
being of the same denomination and
value as that of the United States.
The commission charged for orders
to the Hawaiian kingdom will bo
about 1A per cent, as on sums not
exceeding $10 the fees will be 15
cents; over $10 and not exceeding
620, 30 cents ; over 20 and not ex
ceeding 30, 45 cents ; over 30 and
not exceeding 40, CO cents ; over
$40 and not exceeding 50, 75 cents.
There arc twenty money-order offices
in the Hawaiian kingdom, princi
pally situated on the islands of
Maui, Kauai, Hawaii, Oaliu and
Molokai. The money-order business
with foreign countries, with few ex
ceptions, is remunerative, the reve
nues for 1882 from the international
business alone being $99,923,20."
