The modern rage for reform in
everything connected with humanity
has reached such a pitch that it has
nlmost become a mania. Fifty years
ago the idea of reform, even in
politics, was viewed by most men
with amazement, distrust, and in
dignation ; but nowadays it is im
possible to think of anything to
reform which a society is not in
existence. Our fires, our fogs, our
hygienics, our houses, our manners,
our morals, our dress, our drinks;
our religion, art, polities, literature,
and everything we used to he able
to call "ours," with some of the
pardonable pride of proprietorship,
are theatened and attacked by some
Koyal, National, or Popular socie
ty. Heaven defend us from the
latest "The National Food Reform
Society" ' Where will thii latest
scheme for leform end? It
has already theatened our chops, and
laid its ban on the turkey we had
been fattening all the year for last
Tuesday, and ordained in the place
thereof green peas, vegetable mar
rows, and carrots. Mercifully it has
not yet commanded nettles or chop
sticks, or fingers in the place of the
homely fork. Parents with a too
abundant supply of olive branches
might utilise their supciiliious off
spring by pcisuading some of these
societies to adopt them and experi
ment on them. Imagine the ideal
young man of the future fed on
reform food, divcd in reform dress,
shaved by reform soap, educated by
reform schools, drunk with reform
drink, or reformed with reformed
DEBTS OF A COLONY.
AVhat a beautiful thing it is to be
an English colony! No matter how
extravagant it is or however much it
spends, it will be sure to be able to
start a loan at the very lowest rate of
interest possible. Why on earth a
country should borrow and spend
just at its own sweet will, when the
same proportions of income and ex
penditure applied to an ordiiu.ry
person would promptly bring him
into the Bankruptcy Court, I cannot
immagine. Now,' let us take the
Cape Colony, for instance. The
revenue of this colony is about three
and a half millions, and the ratepay
ing population, say, one million ; vet
this charming colony has borrowed
within the last eight years close upon
eighteen millions! Can anything be
more absurd? What would be
thought of a man with an income of a
hundred a year, whoe debts were .six
hundred pounds? I rather fancy
that man would be called insolvent.
Of course, as long as tho Cape Colony
goes on paying inliercsl, .so long will
English investors lend it monev ; but
1 should like to point out that the
Capo now pays very little short of
one-third of its revenue away in
interest. The loans have all 'been
expended in productive expenditure,
it is true -railways, harbour works,
&c. ; but unless our friends, the
colonials, don't draw in their finan
cial horns they will Hud themselves
in a mess. .Life.
