THE MORTALITY REPORT
For last month shows that the high
death rate continue.-! there being
fifty-three deaths in February as
against fifty-live in January. There
is a slight decrease in the number
unattended which, for last month,
was fourteen, while ten Hawaiians
less have died in February than in
the preceding mouth. Wards three
and nine appear to be the most un
healthy, and consumption has been
the cause of no less than fifteen
deaths. The report from the schools
shows that ten per cent of the pupils
at the Pohukaina public school have
been sick. The figures given for
the Fort Street and Royal Schools
can hardly be relied upon as so many
pupils have been absent of late,
whether from sickness or leprosy
scare the teacher-, can bcarcoly be
able to ascertain. Fort Street School
shows a slight decrease in attendance
while the number of the Royal
School remains the same as in Janu
ary notwithstanding the recent irre
DISEASE IN STOCK.
One of the many dead letter laws
of the Kingdom is that which '"pro
vides for the suppression of disease
among animals in the Hawaiian King
dom." Almost every vessel arriving
here from San Francisco brings live
stock of some kind, chielly horses
and mules. It is known that impor
ted animals have introduced disease
into the Kingdom, and, only a few
weeks since, the Minister of the
Interior received a petition asking
him to enforce the quniautinc laws,
but nothing has yet been done.
In the Act passed during the last
session of the Legislature, the Min
ister of the Interior was "directed
to establish at all the ports of entry
in this Kingdom quarantine stations
for animals." Have the arious
Ministers acted as they were di
rected?" Where is the "quarantine
station for animals" in Honolulu?
The Minister is also "directed to
appoint competent persons, three for
the port of Honolulu, who shall he
designated Inieclorh of Animals."
The Act further slates that, on the
arrival of any vessel on which live
stock has been shipped to this King
dom, tho customs olllcer "shall at
once cause the inspecting officer to
ho notified, and shall not permit the
landing of such animals nor of ap
portion of the food or water, nor of
any effects connected therewith pro
vided for them during the voyage,
until the said inspecting olllcer shall
have arrived, inspected and passed
tho same." "Live aninmls passing
between tho different Islands of the
Kingdom may be quarantined."
" All imported animals, fodder,
litti'jgs or effects landed contiary to
r the piovisions of this Act, bhull be
forfeited to the use of the Hawaiian

THE GOLDEN CATE.
Messrs. lhuison, Smith & Co. have
recently enlarged their store on Fort
Street and a visit to their establish
ment shows one of the best assort
ments .of drugs, perfumery and
toilet articles that ean he desired.
The stoic is roomy, airy and well
lighted. The walls are lined with
show cases, thoc on the right being
utilized for the display and safe
keeping of drugs, and those to the
left for perfumes, scents, brushes,
soaps, hair preparations and all the
odds and ends used in every day
The last novelty obtained by the
young firm is an invoice of Rickscc-
ker's perfumes which are said to
surpass even those of the celebrated
Lnndborg. Among them are the
Golden Gate, Florida Hreczc, Mar
tha Washington, Kdgcwood Violets,
Spanish Jessamine and the Wedding
Perfume. These have just been re
ceived by the Alameda and they have
already been quickly disposed of,
especially the Florida Ureczc aud
the Golden Gale. It has been ru
mored, but we cannot vouch for the
truth of the rumor, that the Ocean
ic S. S. Co. intend to apply for a
mandamus to prevent the sale of the
Golden Gale on the grounds that, if
people can obtain in Honolulu a
whiff of the Coast, they are not likely
to take passage in the ocean going
steamers for Frisco. One thing wc
had almost omitted the Sub Rosa
Husk. It can be purchased on Sun
day, and what it contains we must
not say. Hair preparations are spe
cially adapted for those whose early
piety has made lliein either bald or
A visit lo the upper regions of the
store disclosed the work shop, where
wc saw scidlitx powders being pre
pared by the thousand and all the
apparatus necessary to transform
herbs into fluid extracts. We arc-
unable adequately to explain the de
tails of this process, but advise peo
ple to 50 and see for themselves. A
Berry percolaloi is used and the
fluids arc prepared without tho aid
of heat but by percolation, every
ounce of the fluid containing its pro
portionate part of the drug. Several
new sets of percolators have been
ordered and the new firm intend to
give the unfortunate sick their
necessary medicines at reasonable
rates, and thereby secure a linn
business footing in tho community.
