LATEST FOREIGN NEWS.

London, May 11. Advices from
Tientsin say that Captain Fournicr,
acting on behalf of the French
Government, and Hi Hung Chung
for the Chinese, have signed a treaty
under the provisions of which China
recognizes the French protectorate
over Tonquin and Anuam, with exist
ing frontiers. It is stipulated that
the contracting parties shall togeth
er regulate the customs on the fron
tier. The provinces of Quong Tung,
Kuang Hi and Yunan are to be
opened to general trade. No indem
nity will be paid France.
Chicago, May 11. One of the
largest dealers in sugar in Chicago
was asked to-day why it was that
the price of that article had fallen
so low. "Sugar is now down to
from 7 to 8 cents a pound ; that is
granulated sugar. That is the price
in Chicago groceries, and the chances
are that it will go still lower the fact
still remains that in Chicago people
get their sugar a great deal cheaper
than they do on the Pacific slope.
Another cause of this cheapness is
the immense beet crop in Europe
Sandwich islands sugars are 2jcents
higher than Eastern sugars ; that is,
they bring that much higher price
on the Pacific slope."

Foote and O. M, Bogart & Co., two
of the'oldest and staunchest firms on
the street, had suspended.
London, May 14. In their iccent
attack upon the friendly tribes near
Tamanieb Osman Digna and his men
killed twenty-one of the friendly
Arabs, took four women prisoners
captured many cattle. Of-the rebels
only five were killed. The tribes
attacked are able to muster G00O
men, and they are determined to
avenge the death of their comrades
and recover their women.
The Anti-Monopoly Convention
met in Chicago May 14th, and nomi
nated Ben Butler for President.
