as a notice to heads of departments to
weed out unnecessary subordinates.
The Rev. Henry Ward licechcr
was interrupted in his sermon on
March 15th. lie said, speaking of
horse racing, that, unless very care
fully guarded, races would improve
the breed of horses by deteriorating
the breed of men. At this point a
man in the millory shouted, "That
is not true." In a stern voice the
preacher asked, "What is not truer"
but the man shrunk from the audit
ors' gaze and was silent. Mr.
Dcedier stamped his foot and add
ed, emphatically, "What 1 have
said is true and I repeat it with a
thundering emphasis. Loud ap.
plause. I have sympathy with
everything that enlarges the liberty
of man, but liberty should be bo ad
ministered that it should not damn
the ignorant and lowly, but should
inspire them and lift them up. That

Edmund Yatos, editor of the Lon
don World, has been released fiom
prison, where he had been placed
for libel.
While Lord Mayor O'Connor was
at the railwny station in Dublin to
receive the American deputation
Willi the remains of the Kev. Dr.
Cuhill, he was vigorously hissed aud
groaned at by a crowd of 8,000
persons.
James Stephens, Eugene Davis,
and other Fenian leaders, have been
arrested in Palis and ordered lo
leave the country. This is an out
come of tlic understanding arrived
at between the Powers, regarding
plotters against tlic institutions of
countries at peace with those in
which they take refuge.
The Irish Nationalists propose to
carry out their demonstration against
the Prince of Wales during his tour
through Ireland. It is intended to
enforce the closing of all the shops
in Kingston and Dublin, and the
display of national banners, and
present empty streets on the day of
the Prince's arrival.
The tea and indigo districts in
India arc suffering from drought.
The Turkish authorities in thu
Arabian province of lledjaz have
seized hundreds of placards distri
buted by tlic emissaries of ElMahdi
at Jeddah, Tokah, Lith and other
seaport towns opposite Soudan. The
placards order the "faithful " lo or
ganize and expel the Turks from
Arabia, promising that the Prophet
will soon arrive at Jeddah and lead
his hosts to Mecca, where there will
be such displays in the sky as will
leave no doubt as to his identity.
The Roman Propaganda is or
ganizing a btrong mission to the
Congo country.
The Itussian Admiral Crown has
arrived at Singapore, on his way to
take command of the Pacific squad
ron of the Czar's navy. The Al
banians arc reported to bo again
kicking against the "sick man's"
rule, and all the available Turkish
troops have been hurried lo tlic
scene.
In the British Commons, in reply
to complaints against the Govern
ment for giving an American firm
the contract for pumps for the
Suakim-Hcrbcr railway, the Surveyor
General of Ordnance said lie would
be greatly surprised if English
makers would undertake the work so
quickly as the American firm had.
The deficit in the English budget
is i'7,500,000, with the promise of a
greater one next year. The Cabinet
lias rejected a plan to meet the de
ficit by increased duties on beer and
tea. They favor instead a suspen
sion of tlic sinking fund and an in
crease of the income tax and a
succession of duties.
Negotiation between the British
Government agents and the l'arnel
lites arc at a standstill. An offer of
the former to limit the operation of
the Crimes Act to one year has boon
rejected. Now the Government
proposes an extension of the Act to
two years.
ltaty has engaged with England to
undertake the relief of Kassala. She
may be too late, however, as reports
were current in England at latest
advices that the garrison hail fallen
a prey to the Araljs. The Italians
have an army at Massowali on the
Bed Sea, and a fourth expedition
making its way to Trinkitat, also on
the Bed Sea, but farther off from
Kassala than Massowali.
