of local capitalists to afford the
necessary loans to the Government
for such purposes. lhcrclore, in
that case, the only miestion would
be as to the confidence of capitalistsg
in tlie Government. The fact secmsjli
to be, however, that the Government
has no authority to borrow money
except for certainjpurposes specified
in the Loan Act of 1882, and the
extension of the Honolulu Water
works is not one of those purposes
So, then, the question is not one o
mibhc credit at all, but rather one
of the ordinary lovcnuu of the King'
dom. Vc confess that we were
under a different impression, but an
examination of the .Session Laws of
the past three Legislatures shows
that the Waterworks extension must
take its chances with other ordinary
objects of expenditure. It is sur
prising that tlie Legislature did not
make provision for this expenditure
being met by a loan. There is no
object in the whole Appropriation
Bill for which a public loan could be
more appropriately asked of local
capitalists, or more likely to be
cheerfully granted by them, than

there arc few native plants which
yield that material. Most of om
indigenous plants and trees yield
the material in rich abundance, so
also do the exotics, such as the

clover" merely for the sake of bees.

the material they need leady for use,
as evidenced by the very short time,

skilled and unskilled labor right
here in Honolulu was greater than
the supply. Times are changed,
anil now the supply is alieail ol tne
demand. Not that the supply has
increased, but the demand hai
diminished. Want of employment
lias driven many men out of tlie
country. Many more would go il
they had the money to pay then
way. beorcs of sober, willing, in
dustrious men, both natives and
foreigners, are now out of employ
ment in Honolulu, with actual want
slariiitt them right in the face. Thit
is no exaggeration, hut a positive
fact. This is tlie time for the
Government to set public works in
operation. Tlie water works and
the Pali road, for instance. This
would be fulllllintr the wish of the
country, as expressed by the Icgis
laturc, and at the same time furnish
ing employment, and thereby food
and raiment, to the needy. Hue,
the Government itself is pretty low
in the funds, but arc there no
capitalists here with unemployed
capital willing to loan all that may
be required for works of a rcpro
ductivc character?' It is said that
there is abundance of idle cash here
in the hands of some individuals
If so. the Government would act
wisely in secumiK its use. if possi
bio, for tho purposes just indicated.
