THE UNITED STATES NEUTRALITY LAW.

cent rumors regarding tho proposed
purchase of American vessels by
foreign Governments have sat the
State Department ofllcials to reading
up on the neutrality law, and Inquir
ing into the responsibilities and
obligations of this Government under
the law and treaty requirements in
the event of war between England
and Russia, and they have arrived
at the conclusion that they would
not bo obliged to interfere at present
with any purchase in this country of
arms, explosives, or ships for either
country or with fitting out of war
vessels for cither from American
ports. Under the neutrality laws,
this Government is required to pre
vent the departure from American
ports of vessels unfriendly to a
nation with which this Government
is on amicable terras after the actual
outbreak of hostilities. It is also
required to prevent tho departure of
such vessels pending any effort to
detain her by legal process. Under
tho neutrality law either England or
Russia could, through their represen
tatives, appeal to the courts to pre
vcut the departure of any vessel
that the other might purchase here,
and this Government would be bound
to prevent her departure pending a
decision. A delay would naturally
follow an appeal to the courts, and
if war was declared beforo the case
was decided the vessel would have
to remain here, no matter what the
decision might be. Taking these
facts into consideration, it is ex
tremely improbable that either coun
try will purchase American ships.
THE LAW OF SEX IH LITERATURE.
Despite the limitations of women,
the sex is no longer at a real disad
vantage in the world of letters, par
ticularly in the world of fiction.
The novel is woman's realm. In
the authorship of the really great
novels of the century, women have
done work that suffers nothing by
comparison with that of men. In
creative power, in the delineation of
character, in the construction of a
story, in the touches that awaken
the moral sentiments and gain the
mastery over one's nature, the wo
man is as likely as the man to do the
best work. But you would never
think of a woman as the author of
"The Excursion," or as the writer
of a treatise on logic, or as anything
more than a sympathetic respondent
to philosophical ideas at the Concord
School of Philosophy. The law of
sex asserts itself in literature, and
when women attempt what is be
yond them, as if tho line of sex
could be crossed over with impunity,
nature appears with a sword that
moves both ways, and forb'ids wo
men to enter the garden where they
may again cat of the fruit of tho
