FOREIGN NEWS.
The J. C. Foi d brought news some
days later than the last steamer,
which whets the appetite for the
budget by the Mariposa to-morrow.
Mr. Gladstone had given up 'the
seals of office, and his Cabinet va
cated the ministerial henchea in Par
liament. Yet a new Cabinet iiad
not been officially announced, and
indeed it was doubtful if Lord Salis
bury would accept the responsibili
ties of administration under existing
circumstances. Ho wanted a pledge
of general btipport from the Liberals
until the approaching dissolution,
which being not given left matteis
at last adviccB in a sort of dead
lock. A New Zealand paper received
by the Australia, however, gives the
following, under date of London,
Juno 10th, as the Cabinet submitted
by the Marquis of Salisbury to the
Queen: "First Lord of Treasury
and Premier, the Marquis of Salis
bury; Lord High Chancellor, Sir
Harding Gifford ; President of Privy
Council, Sir Stafford Nortbcotp;
Secretary of State for the Colonics,
tho Right Hon. F. Stanley ; Foreign
Secretary, Maiquis of Salisbury;
Homo Secretary, Sir Richard Cross ;
Secretary of Stato for India, Lord
R. Churchill ; Secretary of State for
"War, Mr. IV. H. Smith ; Chancellor
of the Exchequer, SlrMichnel Hicks
Beach ; First Lord of the Admiralty,
Lord George Hamilton; Postmaster
General, Lord John Maimers; Chief
Secretary for Ireland, Earl of Car
narvon. The ofllcp of Lord Privy
of the Seal hns not yet been filled."
Mr. Gladstone lias declined the
honor of an earldom offered him by
the Queen, and the London jrcws
and Times commend his action in
that icgtud. Russia is lcnrescntcd
as viewing the coming administra
tion in England with suspicion.
Cholera is increasing in Spain.
There have been riots in Madrid,
instigated by business men, over the
ollleial declaration that the city is
infected. The disease is spreading
westward along the Mediterranean.
An explosion in the Pcndlcbury col
liery, near Manchester, caused the
death of probably a hundred men.
Despatches indicate the possibility
of Kiel, the leader of the Canadian
rebellion, escaping his deserts
through technicalities. Rig Bear,
the Indian leader as yet tincon
qucred, is reputed to be a French
Canadian and cousin to Mr. L. II.
Frcchcttc,thc Canadian poet laureate
not long binca crowned by the Paris
Academy. Gencial Grant is gra
dually weakening, and has lost his
voice. He has been taken to the
Adirondacks to conserve as long as
possible his remaining vitality.
