ELECTORAL INDEPENDENCE.
The National Executive Coniiuit
tee of Independent-Republicans, de
risively called Jlugwiiiiiups by the
party that suffered from their de
fection, has just iued its report of
the Presidential campaign of 18S4.
Full financial statements are given,
accounting for all the money raised
and spent by the organization. It
is shown. aNo, by carefully pre
pared tables, that in every State in
which Independent campaigns were
conducted. Blaine's percentage of
tho total vote was less than Gar
field's. Americans bid fair soon to
realize that personal independence
is the keystone of liberty. As the
Colonists of '76 gave the keynote of
human liberties to the world, so the
manly action of the Independents in
the last Presidential contest gave a,
cue of deliverance from partisan
bondage to the people of many
countries otherwise enjoj'ing the
boon of freedom. The Prohibition
party showed equal independence,
and taught all who need it a like
salutary lesson, in the light made
for its peculiar cause. oSTot that the
world was previously -without the
example of electoral freedom, for
the glory of politics in the British
Islands to-day is that a party to
gain or retain power must secure
and maintain command of the think
ing faculties of tlienrtion. Latterly,
in the United Kingdom, party ma
chines, more or less thoroughly or
ganized, have come into play, but
they are not simply engines for
forcing men into partisan moulds.
The' are the agencies through
which appeals to the public mind
may most effectuallj- be made, and
by which the results of those ap
peals may be the most certainly
gathered at the polls. Of course,
all the work of the British party
machinery is not so legitimate, but
reference is only made here to its
operation upon people who have
minds. The flotsam and jetsam of
tho body politic are the prize or the
;prey of the party best equipped for
recovering them.
PARTIZANSHIP.
Commenting upon a distasteful
proposition uttered by the Tribune,
the New York Nation speaks a
wholesome word for the benefit of
people liable to be carried away y
mere party names and traditions.
The proposition ias that tho Repub
licans of New York would honor
General Grant's memory "most
truly by rededicatiug themselves to
the unselfish service of the Repub
lican party." Upon this ill-timed
counsel the Nation, among other
remaiks of a personal nature, says
.that party " is an instrument created
every now and then by free peoples
for meeting what seem to be the
wants of the time, with appropiiatc
legislation. It has no nipre claim
than a horse and buggy on anybody's
reverence for other things than its
utilitj'." This is an idea worth
considering not alone in the United
States. Because certain men have
done good service for their country
in times past, under the name of
the organization that had placed
tbemin power, it dpes not follow
that equally' good service should bo
expected of any set of men banding
themselves together under the same
name, and professing reverence for
the acts' and characters of those who
have worthily discharged the parti
cular trusts reposed in them. IsTo

confidence of a people whose princi
ples, professions and policy do not
have an intimate connection with
the needs of his nation at the time
when he seeks popular support.
Every time has its special neces
sities. Even the very men most
suitable as rulers under certain cir
cumstances may be very unsuitable
under others. The circuinstanoes
may change so rapidly, too, as to
give nn appoavancc, to a distant
view, of extraordinary fickleness in
the demand for a change of rulers,
when, in fact, that is tho product of
intelligent apprcoiation of the situa
tion. A parly maintained in power
by its traditionary hold upon the in
dividuals composing it, much beyond
the summit of its usefulness, be
comes a grievous tyranny over the
most democratic nation. Also, a
party that has no rallying watcli
w ord bettor than the obsolete phrases
into which the principles of its
fathers and founders crystallized,
has passed its stage of vital useful
ness, and the independent minds of
a country must demand that it bo
superseded by an organization based
upon living issues.

President Cleveland's administra
tion i going on record as a popular
one for its olid merits. His calling
a halt iu the indiscriminate march
ing out of office-holders for political
reasons, simply, was expected to
create a revulsion of feeling in the
party that elected him. On the con
trary, even "down south" where
Democracy, rightly or wrongly, is
supposed to be the most rabid, the
President's firm stand for his pro
fessed principles of reform is meet
ing with unqualified approval in the
party conventions.
